No. 5035(SENATE AUTHORS: MANN)DATE D-PG OFFICIAL STATUS04/09/2026 7936 Introduction and first readingReferred to Health and Human Services1.1A bill for an act1.2relating to health occupations; modifying licensing requirements for eminent1.3physicians; amending Minnesota Statutes 2024, section 147.0375, by adding a1.4subdivision.1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:1.6Section 1. Minnesota Statutes 2024, section 147.0375, is amended by adding a subdivision1.7 to read:1.8Subd. 5a. Full and unrestricted license. The board may issue a full and unrestricted1.9 license to practice medicine to a person issued a license under this section who:1.10(1) completed the terms of the person's agreement to serve as a faculty member of a1.11 medical school in Minnesota accredited by the Liaison Committee of Medical Education1.12 or an osteopathic medical school in Minnesota accredited by the American Osteopathic1.13 Association while concurrently practicing medicine as provided under a license issued under1.14 this section;1.15(2) is currently in good standing to practice medicine in this state;1.16(3) submitted a letter of recommendation in support of a full and unrestricted license1.17 containing all attestations provided under section 147.037, subdivision 1b, paragraph (i),1.18 from any physician qualified to assess the person's fitness to practice medicine under a full1.19 and unrestricted license;1.20(4) submitted a letter of recommendation in support of a full and unrestricted license1.21 from the person's current employer;Section 1. 103/31/26 REVISOR AGW/MI 26-08313 as introduced2.1 (5) passed steps or levels one, two, and three of the United States Medical Licensing2.2 Examination (USMLE) or the Comprehensive Osteopathic Medical Licensing Examination2.3 with passing scores as recommended by the USMLE program or National Board of2.4 Osteopathic Medical Examiners within three attempts; and2.5 (6) completed 20 hours of continuing medical education.Section 1. 2
