HOUSE CONCURRENT RESOLUTION NO. 53
BY REPRESENTATIVES SCHAMERHORN AND OWEN
  A CONCURRENT RESOLUTION
To establish a study committee to evaluate the issue of oversized vehicle permits issued by
       political subdivisions and its related economic impacts, including all taxes and fees
       paid for local highways, and to consider the local permitting practices of neighboring
       states.
       WHEREAS, the movement of oversized vehicles is critical to Louisiana's economy,
including the transportation of timber and chemicals; and
       WHEREAS, political subdivisions across the state have adopted varying permit
requirements for oversized vehicles, resulting in a patchwork of regulations; and
       WHEREAS, stakeholders, including representatives of the trucking, logging, and
chemical sectors, have expressed concerns regarding the impacts of local permit
requirements; and
       WHEREAS, there is a need to evaluate the current permitting processes utilized by
political subdivisions across the state and to assess the economic impact of such processes
on industry and infrastructure; and
       WHEREAS, a review of permitting practices in neighboring states may provide
guidance on best practices and potential policy improvements.
       THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
establish a study committee to examine the issue of oversized vehicle permits and related
impacts.
       BE IT FURTHER RESOLVED that the committee shall be composed of the
following members, appointed by September 1, 2026:
       (1) The president of the board of the Louisiana Motor Transport Association or his
designee.
       (2) The president of the board of the Louisiana Loggers Association or his designee.

       (3) The president and chief executive officer of the Louisiana Chemical Association
or his designee.
       (4) The president of the board of the Louisiana Police Jury Association or his
designee.
       (5) The president of the board of the Louisiana Municipal Association or his
designee.
       (6)   A representative from the office of operations in the Department of
Transportation and Development.
       (7) The executive director of the Louisiana Forestry Association or his designee.
       BE IT FURTHER RESOLVED that the study committee shall meet on a monthly
basis or bi-monthly basis during the moratorium period, with staffing support provided by
the Department of Transportation and Development.
       BE IT FURTHER RESOLVED that the study committee shall evaluate the current
permitting processes of local governments, the economic impacts of permits on oversized
vehicles, all taxes and fees paid for local highways, and the local permitting practices of
neighboring states.
       BE IT FURTHER RESOLVED that the study committee shall submit a
comprehensive written report detailing its findings and recommendations, including
suggested legislative or regulatory changes, to the speaker of the House of Representatives
and the president of the Senate by February 1, 2027.
       BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
president of the board of the Louisiana Motor Transport Association, the president of the
board of the Louisiana Loggers Association, the president and chief executive officer of the
Louisiana Chemical Association, the president of the board of the Louisiana Police Jury
Association, the president of the board of the Louisiana Municipal Association, and the
executive director of the Louisiana Forestry Association.
