            The concurrent resolution submits a constitutional amendment to
      the voters of the state at the 2026 general election that adds to the
      nonexclusive list of inalienable rights of all persons the right to direct the

1Be It Resolved by the House of Representatives of the Seventy-fifth
2 General Assembly of the State of Colorado, the Senate concurring herein:
3SECTION 1. At the election held on November 3, 2026, the
4 secretary of state shall submit to the registered electors of the state the
5 ballot title set forth in section 2 for the following amendment to the state
6 constitution:
7In the constitution of the state of Colorado, amend section 3 of
8 article II as follows:
9Section 3. Inalienable rights.
10All persons have certain natural, essential and inalienable rights,
11 among which may be reckoned the right of enjoying and defending their
12 lives and liberties; OF DIRECTING THE UPBRINGING, EDUCATION, AND CARE
13 OF THEIR CHILDREN; of acquiring, possessing and protecting property; and
14 of seeking and obtaining their safety and happiness.
15SECTION 2. Each elector voting at the election may cast a vote
16 either "Yes/For" or "No/Against" on the following ballot title: "Shall
17 there be an amendment to the Colorado constitution concerning a person's
18 inalienable rights related to their children?"
19SECTION 3. Except as otherwise provided in section 1-40-123,
20 Colorado Revised Statutes, if at least fifty-five percent of the electors
21 voting on the ballot title vote "Yes/For", then the amendment will become
22 part of the state constitution.
