"Joseph"Richard.WHEREAS, it is with immense sadness and profound regret that the House ofRepresentatives of the Legislature of Louisiana has learned of the passing, on April 7, 2026,of J.L. "Joseph" Richard; andWHEREAS, Mr. Richard was a native and lifelong resident of Carencro, Louisiana,a community he loved deeply and served with unwavering dedication throughout his life;he was a devout Catholic and faithful parishioner of St. Peter Roman Catholic Church, wherehe served as an usher for many years; andWHEREAS, Mr. Richard was devoted to public service and honorably served forthirty-seven years as a town councilman for the city of Carencro, where he left a lastingimpact on the community he loved; his commitment to civic duty and passion for helpingothers established him as a respected and admired figure in Carencro; andWHEREAS, Mr. Richard was a co-founder of the Louisiana Independent DealersAssociation and served on the state board under Governor Edwin Edwards; he also servedas police commissioner and was a member of numerous organizations, and he always strivedto make a difference in the lives of those around him; andWHEREAS, Mr. Richard found the greatest joy in the time he spent with his family;he loved hosting barbecues and treasured every moment spent with his belovedgrandchildren; andWHEREAS, J.L. "Joseph" Richard is survived by his wife of seventy-two years,Rosa Boudreaux Richard; children, Judy Johnfore (Joseph "TJ"), Kenneth Richard, LarryRichard, and Jimmie Richard (Brandy); five grandchildren; and fifteen great-grandchildren;Page 1 of 2HR NO. 147 ENROLLEDhe will be deeply missed, but the legacy of his strong faith, servant's heart, and lifelongdedication to his community and family shall live on in perpetuity in the hearts and mindsof those who were privileged to have known and loved him.THEREFORE, BE IT RESOLVED that the House of Representatives of theLegislature of Louisiana does hereby express heartfelt condolences on the death ofJ.L.
