APPROPRIATION - RACING COMMISSION - CASINO GAMING SECTION.26 There is hereby appropriated, to the Department of Finance and27 Administration, to be payable from the State Central Services Fund, for28 operating expenses of the Department of Finance and Administration - Racing29 Commission - Casino Gaming Section which shall be supplemental and in30 addition to those funds appropriated in Section 18 of Act 495 of 2025, the31 following:3233 ITEM FISCAL YEAR34 NO. 2025-202635 (01) MAINT. & GEN. OPERATION36(A) OPER. EXPENSE $7,000*JAP077* 04/14/2026 2:19:00 PM JAP077HB10871 (B) CONF. & TRAVEL 02 (C) PROF. FEES 03 (D) CAP. OUTLAY 04 (E) DATA PROC. 05 TOTAL AMOUNT APPROPRIATED $7,00067 SECTION 2. COMPLIANCE WITH OTHER LAWS. Disbursement of funds8 authorized by this act shall be limited to the appropriation for such agency9 and funds made available by law for the support of such appropriations; and10 the restrictions of the State Procurement Law, the General Accounting and11 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary12 Procedures and Restrictions Act, or their successors, and other fiscal13 control laws of this State, where applicable, and regulations promulgated by14 the Department of Finance and Administration, as authorized by law, shall be15 strictly complied with in disbursement of said funds.1617 SECTION 3. LEGISLATIVE INTENT. It is the intent of the General18 Assembly that any funds disbursed under the authority of the appropriations19 contained in this act shall be in compliance with the stated reasons for20 which this act was adopted, as evidenced by the Agency Requests, Executive21 Recommendations and Legislative Recommendations contained in the budget22 manuals prepared by the Department of Finance and Administration, letters, or23 summarized oral testimony in the official minutes of the Arkansas Legislative24 Council or Joint Budget Committee which relate to its passage and adoption.2526 SECTION 4. EMERGENCY CLAUSE. It is found and determined by the General27 Assembly, that funds provided by the General Assembly for the operations of28 the Department Of Finance And Administration - Racing Commission are, due to29 unforeseen circumstances, insufficient for the Department Of Finance And30 Administration - Racing Commission to continue to provide essential31 governmental services; that the provisions of this act will provide the32 necessary monies for the Department Of Finance And Administration - Racing33 Commission to continue such services; and that a delay in the effective date34 of this Act could work irreparable harm upon the proper administration and35 provision of essential governmental programs. Therefore, an emergency is36 hereby declared to exist and this Act being necessary for the immediate204/14/2026 2:19:00 PM JAP077HB10871 preservation of the public peace, health and safety shall be in full force2 and effect from and after the date of its passage and approval.3 If the bill is neither approved nor vetoed by the Governor, it shall4 become effective on the expiration of the period of time during which the5 Governor may veto the bill.
