10EXPENSES FOR THE DEPARTMENT OF FINANCE AND
11ADMINISTRATION - RACING COMMISSION WHICH SHALL BE
12SUPPLEMENTAL AND IN ADDITION TO THOSE FUNDS
13APPROPRIATED BY ACT 495 OF 2025; AND FOR OTHER
14PURPOSES.

23 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:
24
25SECTION 1. APPROPRIATION - RACING COMMISSION - CASINO GAMING SECTION.
26 There is hereby appropriated, to the Department of Finance and
27 Administration, to be payable from the State Central Services Fund, for
28 operating expenses of the Department of Finance and Administration - Racing
29 Commission - Casino Gaming Section which shall be supplemental and in
30 addition to those funds appropriated in Section 18 of Act 495 of 2025, the
31 following:

7      SECTION 2. COMPLIANCE WITH OTHER LAWS.   Disbursement of funds
8 authorized by this act shall be limited to the appropriation for such agency
9 and funds made available by law for the support of such appropriations; and
10 the restrictions of the State Procurement Law, the General Accounting and
11 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary
12 Procedures and Restrictions Act, or their successors, and other fiscal
13 control laws of this State, where applicable, and regulations promulgated by
14 the Department of Finance and Administration, as authorized by law, shall be
15 strictly complied with in disbursement of said funds.

17      SECTION 3. LEGISLATIVE INTENT.   It is the intent of the General
18 Assembly that any funds disbursed under the authority of the appropriations
19 contained in this act shall be in compliance with the stated reasons for
20 which this act was adopted, as evidenced by the Agency Requests, Executive
21 Recommendations and Legislative Recommendations contained in the budget
22 manuals prepared by the Department of Finance and Administration, letters, or
23 summarized oral testimony in the official minutes of the Arkansas Legislative
24 Council or Joint Budget Committee which relate to its passage and adoption.

26      SECTION 4. EMERGENCY CLAUSE.   It is found and determined by the General
27 Assembly, that funds provided by the General Assembly for the operations of
28 the Department Of Finance And Administration - Racing Commission are, due to
29 unforeseen circumstances, insufficient for the Department Of Finance And
30 Administration - Racing Commission to continue to provide essential
31 governmental services; that the provisions of this act will provide the
32 necessary monies for the Department Of Finance And Administration - Racing
33 Commission to continue such services; and that a delay in the effective date
34 of this Act could work irreparable harm upon the proper administration and
35 provision of essential governmental programs. Therefore, an emergency is
36 hereby declared to exist and this Act being necessary for the immediate

1 preservation of the public peace, health and safety shall be in full force
2 and effect from and after the date of its passage and approval.
3      If the bill is neither approved nor vetoed by the Governor, it shall
4 become effective on the expiration of the period of time during which the
5 Governor may veto the bill.   If the bill is vetoed by the Governor and the
6 veto is overridden, it shall become effective on the date the last house
7 overrides the veto.
