9AN ACT TO MAKE AN APPROPRIATION FOR CAPITAL
10IMPROVEMENTS FOR THE UNIVERSITY OF ARKANSAS - PULASKI
11TECHNICAL COLLEGE WHICH SHALL BE SUPPLEMENTAL AND IN
12ADDITION TO THOSE FUNDS APPROPRIATED BY ACT 31 OF
132025; AND FOR OTHER PURPOSES.

22 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

24SECTION 1. APPROPRIATION - CASH FUNDS. There is hereby appropriated, to
25 the University of Arkansas - Pulaski Technical College, to be payable from
26 cash funds as defined by Arkansas Code 19-4-801, for capital improvements of
27 the University of Arkansas - Pulaski Technical College which shall be
28 supplemental and in addition to those funds appropriated in Section 4 of Act
29 31 of 2025, the following:

35SECTION 2. COMPLIANCE WITH OTHER LAWS.  Disbursement of funds
36 authorized by this act shall be limited to the appropriation for such agency

1 and funds made available by law for the support of such appropriations; and
2 the restrictions of the State Procurement Law, the General Accounting and
3 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary
4 Procedures and Restrictions Act, the Higher Education Expenditure Restriction
5 Act, or their successors, and other fiscal control laws of this State, where
6 applicable, and regulations promulgated by the Department of Finance and
7 Administration, as authorized by law, shall be strictly complied with in
8 disbursement of said funds.

10      SECTION 3. LEGISLATIVE INTENT.   It is the intent of the General
11 Assembly that any funds disbursed under the authority of the appropriations
12 contained in this act shall be in compliance with the stated reasons for
13 which this act was adopted, as evidenced by the Agency Requests, Executive
14 Recommendations and Legislative Recommendations contained in the budget
15 manuals prepared by the Department of Finance and Administration, letters, or
16 summarized oral testimony in the official minutes of the Arkansas Legislative
17 Council or Joint Budget Committee which relate to its passage and adoption.

19      SECTION 4. EMERGENCY CLAUSE.   It is found and determined by the General
20 Assembly, that funds provided by the General Assembly for the operations of
21 the University of Arkansas - Pulaski Technical College are, due to unforeseen
22 circumstances, insufficient for the University of Arkansas - Pulaski
23 Technical College to continue to provide essential governmental services;
24 that the provisions of this act will provide the necessary monies for the
25 University of Arkansas - Pulaski Technical College to continue such services;
26 and that a delay in the effective date of this Act could work irreparable
27 harm upon the proper administration and provision of essential governmental
28 programs. Therefore, an emergency is hereby declared to exist and this Act
29 being necessary for the immediate preservation of the public peace, health
30 and safety shall be in full force and effect from and after the date of its
31 passage and approval.
32If the bill is neither approved nor vetoed by the Governor, it shall
33   become effective on the expiration of the period of time during which the
34  Governor may veto the bill.   If the bill is vetoed by the Governor and the
35   veto is overridden, it shall become effective on the date the last house
36 overrides the veto.  APPROVED: 4/27/26
