1A RESOLUTION urging the United States Attorney General to investigate and
2 prosecute individuals implicated in criminal activities related to the Jeffrey Epstein files
3 and recognizing the efforts of Kentucky's own Representative Thomas Massie in securing
4 their public release.
5WHEREAS, Jeffrey Epstein was a convicted sex offender whose criminal activities
6 involved the sexual exploitation and trafficking of minors and abuse of children and
7 whose network included numerous high-profile individuals; and
8WHEREAS, in 2025, Representative Thomas Massie introduced and led the
9 passage of H.R. 4405, the Epstein Files Transparency Act, which requires the Department
10 of Justice to release all unclassified records, documents, communications, and
11 investigative materials related to the investigation and prosecution of Jeffrey Epstein,
12 with limited exceptions for victim privacy; and
13WHEREAS, in November 2025, the bill was enacted after passing the United States
14 House of Representatives with overwhelming approval, 427-1, passing the Senate by
15 unanimous consent, and being signed by President Donald Trump; and
16WHEREAS, the enactment of the Epstein Files Transparency Act led to the release
17 of millions of pages of documents, images, and videos in late 2025 and early 2026; and
18WHEREAS, these disclosures have revealed new details about Jeffrey Epstein's
19 network and potential associations with participants, as well as evidence that may
20 indicate additional criminal conduct, while also raising ongoing concerns about
21 incomplete releases, excessive redactions, and the need for full accountability; and
22WHEREAS, victims who are trafficked and exploited in the United States are
23 entitled to the foundational value that all are created equal and have unalienable rights to
24 life, liberty, and the pursuit of happiness; and
25WHEREAS, the Kentucky Senate recognizes that children are especially vulnerable
26 to the predatory tactics of traffickers because they lack the means to defend themselves
27 and escape exploitation; and

1WHEREAS, the Kentucky Senate has consistently prioritized combating sex
2 trafficking and crimes against children through legislation, by partnering with the
3 Attorney General to fund anti-trafficking initiatives in the Commonwealth, and by
4 recognizing January as Human Trafficking Prevention Month to increase public
5 awareness of the realities of human trafficking; and
6WHEREAS, the people of Kentucky, including the constituents of Representative
7 Thomas Massie, have a vested interest in ensuring federal law enforcement upholds the
8 rule of law, protects vulnerable individuals, pursues justice without fear or favor, and
9 builds on the transparency achieved through the Epstein Files Transparency Act; and
10WHEREAS, the Senate commends Representative Thomas Massie's persistent
11 efforts to expose the Jeffrey Epstein files and believes that any credible evidence of
12 criminal wrongdoing uncovered therein warrants thorough investigation and appropriate
13 prosecution;
14NOW, THEREFORE,
15 Be it resolved by the Senate of the General Assembly of the Commonwealth of
16 Kentucky:
17Section 1.        The Senate urges the United States Attorney General to direct the
18 Department of Justice to conduct a comprehensive review of all materials released
19 pursuant to the Epstein Files Transparency Act, legislation spearheaded by Kentucky's
20 Representative Thomas Massie, and to pursue criminal charges against any individual for
21 whom there is sufficient evidence of violations of federal law, including but not limited
22 to sex trafficking, exploitation of minors, conspiracy, or related offenses.
23Section 2.  The Senate expresses appreciation for Representative Thomas
24 Massie's leadership in making the Jeffrey Epstein files public, thereby advancing justice
25 for victims and transparency for the American people.
26Section 3.  The Clerk of the Senate is directed to transmit a copy of this
27 Resolution to the United States Attorney General, the President of the United States, the
