ARKANSAS -20MATH CURRICULUM GRANTS APPROPRIATION FOR21THE 2026-2027 FISCAL YEAR.222324 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:2526SECTION 1. APPROPRIATION - R.I.S.E. ARKANSAS - MATH CURRICULUM GRANTS.27 There is hereby appropriated, to the Department of Education, to be payable28 from the Division of Elementary and Secondary Education Public School Fund29 Account, for grants and aid to local school districts and special programs30 for math curriculum for R.I.S.E. Arkansas by the Department of Education -31 Public School Fund - R.I.S.E. Arkansas Math Curriculum Grants for the fiscal32 year ending June 30, 2027, the following:3334 ITEM FISCAL YEAR35 NO. 2026-202736 (01) R.I.S.E. ARKANSAS - MATH CURRICULUM GRANTS $9,500,000*KMW093* 04/17/2026 1:41:20 PM KMW093HB110112 SECTION 2. COMPLIANCE WITH OTHER LAWS. Disbursement of funds3 authorized by this act shall be limited to the appropriation for such agency4 and funds made available by law for the support of such appropriations; and5 the restrictions of the State Procurement Law, the General Accounting and6 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary7 Procedures and Restrictions Act, or their successors, and other fiscal8 control laws of this State, where applicable, and regulations promulgated by9 the Department of Finance and Administration, as authorized by law, shall be10 strictly complied with in disbursement of said funds.1112 SECTION 3. LEGISLATIVE INTENT. It is the intent of the General13 Assembly that any funds disbursed under the authority of the appropriations14 contained in this act shall be in compliance with the stated reasons for15 which this act was adopted, as evidenced by the Agency Requests, Executive16 Recommendations and Legislative Recommendations contained in the budget17 manuals prepared by the Department of Finance and Administration, letters, or18 summarized oral testimony in the official minutes of the Arkansas Legislative19 Council or Joint Budget Committee which relate to its passage and adoption.2021 SECTION 4. EMERGENCY CLAUSE. It is found and determined by the General22 Assembly, that the Constitution of the State of Arkansas prohibits the23 appropriation of funds for more than a one (1) year period; that the24 effectiveness of this Act on July 1, 2026 is essential to the operation of25 the agency for which the appropriations in this Act are provided, and that in26 the event of an extension of the legislative session, the delay in the27 effective date of this Act beyond July 1, 2026 could work irreparable harm28 upon the proper administration and provision of essential governmental29 programs. Therefore, an emergency is hereby declared to exist and this Act30 being necessary for the immediate preservation of the public peace, health31 and safety shall be in full force and effect from and after July 1, 2026.3233343536204/17/2026 1:41:20 PM KMW093
