APPROPRIATION - VETERANS COUNCIL OF NW ARKANSAS - GRANT.24 There is hereby appropriated, to the Department of Veterans Affairs, to be25 payable from the cash fund deposited in the State Treasury as determined by26 the Chief Fiscal Officer of the State, for a grant to the Veterans Council of27 NW Arkansas for costs associated with the construction, renovation, upgrade28 and expansion of the Veterans Wall of Honor in Bella Vista, Arkansas for the29 fiscal year ending June 30, 2027, the following:3031 ITEM FISCAL YEAR32 NO. 2026-202733 (01) CONSTRUCTION, RENOVATION, UPGRADE AND EXPANSION34OF THE VETERANS WALL OF HONOR $400,0003536SECTION 2. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS*BSS063* 04/21/2026 10:01:37 AM BSS063HB11021 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. FUND2 TRANSFER. Immediately upon the effective date of the Act, The Chief Fiscal3 Officer of the State shall transfer on his or her books and those of the4 Treasurer of State and the Auditor of the State the sum of four hundred5 thousand ($400,000) from the General Revenue Allotment Reserve Fund to a cash6 fund deposited in the State Treasury as determined by the Chief Fiscal7 Officer of the State for costs associated with the construction, renovation,8 upgrade and expansion of the Veterans Wall of Honor in Bella Vista, Arkansas.910 SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds11 authorized by this act shall be limited to the appropriation for such agency12 and funds made available by law for the support of such appropriations; and13 the restrictions of the State Procurement Law, the General Accounting and14 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary15 Procedures and Restrictions Act, or their successors, and other fiscal16 control laws of this State, where applicable, and regulations promulgated by17 the Department of Finance and Administration, as authorized by law, shall be18 strictly complied with in disbursement of said funds.1920 SECTION 4. LEGISLATIVE INTENT. It is the intent of the General21 Assembly that any funds disbursed under the authority of the appropriations22 contained in this act shall be in compliance with the stated reasons for23 which this act was adopted, as evidenced by the Agency Requests, Executive24 Recommendations and Legislative Recommendations contained in the budget25 manuals prepared by the Department of Finance and Administration, letters, or26 summarized oral testimony in the official minutes of the Arkansas Legislative27 Council or Joint Budget Committee which relate to its passage and adoption.2829 SECTION 5. EMERGENCY CLAUSE. It is found and determined by the General30 Assembly, that the Constitution of the State of Arkansas prohibits the31 appropriation of funds for more than a one (1) year period; that the32 effectiveness of this Act on July 1, 2026 is essential to the operation of33 the agency for which the appropriations in this Act are provided, and that in34 the event of an extension of the legislative session, the delay in the35 effective date of this Act beyond July 1, 2026 could work irreparable harm36 upon the proper administration and provision of essential governmental204/21/2026 10:01:37 AM BSS063HB11021 programs.
