House concurrent resolution congratulating Brody Allen of Reading oncompleting the NRA Marksmanship Qualification Program and earning theDistinguished Smallbore Rifleman Award.(H.C.R.269)Offered by Representatives Coffin of Cavendish and Kimbell of WoodstockOffered by Senator MajorWhereas, annually, starting in December and continuing into April, the PrecisionValley Fish and Game Association (PVFGA) in Perkinsville conducts training sessionsunder the auspices of the National Rifle Association (NRA) Marksmanship QualificationProgram, in which participants can achieve marksmanship proficiency awards, andWhereas, the recognition levels start with Pro-Marksman and advance upwards toMarksman; Marksman First Class; Sharpshooter; Expert; and, ultimately, the mostadvanced designation, Distinguished Expert, andWhereas, as the enrollee proceeds up the ranks, the accuracy and sophisticationrequired becomes increasingly rigorous, with only prone shooting and a lower thresholdscore required for the Pro-Marksman, Marksman, and Marksman First Classdesignations, andWhereas, to qualify for the Distinguished Expert designation, the by-now highlycompetent marksman has typically earned all the prior designations and mustsuccessfully complete two shooting regimens, one entailing prone and sitting shooting,scoring a minimum of 18 points, and a second kneeling and off-hand shooting, aiming ata five-bullseye target, directing two shots at each of the five bulls, and tallying aminimum of 16 points, andWhereas, Brody Allen of Reading began this challenging NRA program in 2018, andon April 4, 2026, at the monthly meeting of the PVFGA, this accomplished young man ofonly 17 years of age was awarded the coveted Distinguished Expert designation,honoring him for his completion of this challenging marksmanship program, nowtherefore be itResolved by the Senate and House of Representatives:That the General Assembly congratulates Brody Allen of Reading on completing theNRA Marksmanship Qualification Program and earning the Distinguished SmallboreRifleman Award, and be it furtherResolved: That the Secretary of State be directed to send a copy of this resolution toBrody Allen and PVFGA.VT LEG #389163 v.1
