Millner III, a distinguished banker, passionate sculptor and artist, and highly admired resident of Richmond, died on March 31, 2026; andWHEREAS, Wallace B. Millner III, best known to friends and family members as “B,” was born in North Carolina and spent much of his youth living in Turkey, where his parents worked in the tobacco industry; andWHEREAS, after graduating from Davidson College in North Carolina, B Millner returned to Turkey as a lieutenant in the United States Army, stationed near Ankara, and received the Army Commendation Medal during his time in uniform; andWHEREAS, B Millner subsequently earned a master of business administration degree from the University of North Carolina and pursued a long and impactful career in finance and investing; in 1997, he became vice chair of Signet Bank and played a pivotal role in the spin-off of the bank's credit card business, which ultimately became Capital One Financial Corporation; andWHEREAS, B Millner next served as a founding director of MCG Capital Corporation in Arlington; he was deeply respected for his leadership and expertise in finance and provided wise insights to the Richmond Society of Financial Analysts, the Financial Analysts Federation, the Association for Investment Management and Research, and the Bankers Roundtable; andWHEREAS, after his well-earned retirement from banking, B Millner embarked upon a second career as a sculptor and artist, creating detailed bronze sculptures of birds, beetles, and other wildlife, as well as photorealistic paintings of cityscapes and landscapes; andWHEREAS, B Millner exhibited his art in Richmond and in galleries as far away as New York City, Maine, Mississippi, and the British West Indies; his sculpture was selected for consideration in several juried national exhibitions and many of his works are held in private, corporate, and institutional collections; andWHEREAS, B Millner further promoted the arts as president of the Richmond Symphony, chair of the Richmond Symphony Foundation, and director of the Virginia Museum of Fine Arts Foundation, the 1708 Gallery, and the Virginia Center for the Creative Arts; andWHEREAS, B Millner also offered his leadership to a number of nonprofit organizations, and he was a loyal alumnus of Davidson College, serving on its Board of Visitors and Board of Trustees; andWHEREAS, predeceased by his first wife, Nancy, B Millner will be fondly remembered and greatly missed by his wife of nearly 17 years, Tina; his sons, Wallace and Christopher, and their families; his stepsons, Gordon and Burke, and their families; and numerous other family members, friends, and colleagues; now, therefore, be itRESOLVED, That the House of Delegates hereby note with great sadness the loss of Wallace B. Millner III, a respected leader in the banking industry and prolific artist in Richmond; and, be itRESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Wallace B. Millner III as an expression of the House of Delegates' respect for his memory.
