17BY ARKANSAS GIRLS STATE FOR ITS ANNUAL
18MEETING.

20WHEREAS, the House of Representatives authorized access to and use of
21 the Chamber of the House of Representatives for the 2025 and 2026 meetings of
22 Arkansas Girls State in House Resolution 1048 during the 2025 Regular Session
23 of the Ninety-Fifth General Assembly of the State of Arkansas; and
24
25WHEREAS, Arkansas Girls State regularly requests access to the Chamber
26 of the House of Representatives for their sessions that take place in the
27 State Capitol Building; and
28
29WHEREAS, it has come to the attention of the members of the House of
30 Representatives that several outstanding young women, who are both qualified
31 to participate and who were chosen by their schools to be delegates, have
32 been denied the opportunity to participate in Arkansas Girls State due to
33 inadvertent administrative oversights in the application process; and
34
35WHEREAS, the denial of these outstanding young women is based upon the
36 actions of schools and educators who, despite their best intentions and

1 diligent efforts, missed the application deadline for Arkansas Girls State;
2 and

4WHEREAS, the adults responsible for missing deadlines have taken full
5 responsibility for their errors; and
6
7WHEREAS, Arkansas Girls State embodies the ideas of civic engagement,
8 leadership, and public service and is a source of pride for communities and a
9 formative experience for young women across Arkansas; and
10
11WHEREAS, it would be both a profound disappointment and a loss for the
12 people of Arkansas to deny deserving students the ability to participate in
13 Arkansas Girls State when that program has proven to be transformative for
14 many future leaders,

16 NOW THEREFORE,
17 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL
18 ASSEMBLY OF THE STATE OF ARKANSAS:

20THAT the House of Representatives rescind access to and use of the
21 Chamber of the House of Representatives for the 2026 meeting of Arkansas
22 Girls State.
23
24 BE IT FURTHER RESOLVED THAT Arkansas Girls State shall not utilize the bill
25 drafting services of the Bureau of Legislative Research during the 2026
26 meeting of Arkansas Girls State.

28 BE IT FURTHER RESOLVED THAT if the Speaker of the House of Representatives
29 determines that the American Legion Auxiliary has allowed the young women
30 denied participation due to administrative oversights to participate in the
31 2026 meeting of Arkansas Girls State, this resolution shall be rescinded, the
32 authorization for access to and use of the Chamber of the House of
33 Representatives under House Resolution 1048 of the 2025 regular session shall
34 be restored, and Arkansas Girls State shall have access to the bill drafting
35 services of the Bureau of Legislative Research during the 2026 meeting of
36 Arkansas Girls State.

2 BE IT FURTHER RESOLVED THAT the House of Representatives strongly urges the
3 American Legion Auxiliary to reconsider any decision that would prevent the
4 participation of those young women who, despite both being qualified to
5 participate and being selected by their schools as delegates, have been
6 denied the opportunity to participate in Arkansas Girls State.
