hr1052/draft.txt1 State of Arkansas2 95th General Assembly3 Fiscal Session, 2026 HR 105245 By: House Management678HOUSE RESOLUTION9TO RESCIND THE ACCESS TO AND USE OF THE CHAMBER OF10THE HOUSE OF REPRESENTATIVES BY ARKANSAS GIRLS STATE11FOR ITS ANNUAL MEETING.121314Subtitle15TO RESCIND THE ACCESS TO AND USE OF THE16CHAMBER OF THE HOUSE OF REPRESENTATIVES17BY ARKANSAS GIRLS STATE FOR ITS ANNUAL18MEETING.1920WHEREAS, the House of Representatives authorized access to and use of21 the Chamber of the House of Representatives for the 2025 and 2026 meetings of22 Arkansas Girls State in House Resolution 1048 during the 2025 Regular Session23 of the Ninety-Fifth General Assembly of the State of Arkansas; and2425WHEREAS, Arkansas Girls State regularly requests access to the Chamber26 of the House of Representatives for their sessions that take place in the27 State Capitol Building; and2829WHEREAS, it has come to the attention of the members of the House of30 Representatives that several outstanding young women, who are both qualified31 to participate and who were chosen by their schools to be delegates, have32 been denied the opportunity to participate in Arkansas Girls State due to33 inadvertent administrative oversights in the application process; and3435WHEREAS, the denial of these outstanding young women is based upon the36 actions of schools and educators who, despite their best intentions and*ZRC215* 04/23/2026 3:24:09 PM ZRC215HR10521 diligent efforts, missed the application deadline for Arkansas Girls State;2 and34WHEREAS, the adults responsible for missing deadlines have taken full5 responsibility for their errors; and67WHEREAS, Arkansas Girls State embodies the ideas of civic engagement,8 leadership, and public service and is a source of pride for communities and a9 formative experience for young women across Arkansas; and1011WHEREAS, it would be both a profound disappointment and a loss for the12 people of Arkansas to deny deserving students the ability to participate in13 Arkansas Girls State when that program has proven to be transformative for14 many future leaders,1516 NOW THEREFORE,17 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL18 ASSEMBLY OF THE STATE OF ARKANSAS:1920THAT the House of Representatives rescind access to and use of the21 Chamber of the House of Representatives for the 2026 meeting of Arkansas22 Girls State.2324 BE IT FURTHER RESOLVED THAT Arkansas Girls State shall not utilize the bill25 drafting services of the Bureau of Legislative Research during the 202626 meeting of Arkansas Girls State.2728 BE IT FURTHER RESOLVED THAT if the Speaker of the House of Representatives29 determines that the American Legion Auxiliary has allowed the young women30 denied participation due to administrative oversights to participate in the31 2026 meeting of Arkansas Girls State, this resolution shall be rescinded, the32 authorization for access to and use of the Chamber of the House of33 Representatives under House Resolution 1048 of the 2025 regular session shall34 be restored, and Arkansas Girls State shall have access to the bill drafting35 services of the Bureau of Legislative Research during the 2026 meeting of36 Arkansas Girls State.204/23/2026 3:24:09 PM ZRC215HR105212 BE IT FURTHER RESOLVED THAT the House of Representatives strongly urges the3 American Legion Auxiliary to reconsider any decision that would prevent the4 participation of those young women who, despite both being qualified to5 participate and being selected by their schools as delegates, have been6 denied the opportunity to participate in Arkansas Girls State.789101112131415161718192021222324252627282930313233343536304/23/2026 3:24:09 PM ZRC215
