7A Resolution expressing formal opposition to the
7proposed Inola aluminum smelter project; and
8directing distribution.

11     WHEREAS, the proposed Inola aluminum smelter would constitute
11
12 one of the largest industrial developments ever proposed in this
12
13 region and is expected to create significant long-term impacts on
13
14 Oklahoma and neighboring states; and
14
15     WHEREAS, this project raises substantial concerns regarding
15
16 potential emissions of fluorides, particulate matter, sulfur
16
17 dioxide, nitrogen oxides, and other smelting-related byproducts that
17
18 may affect public health, property use, agriculture, and quality of
18
19 life; and
19
20     WHEREAS, local government has a duty to exercise caution before
20
21 supporting any project that may create long-term burdens on roads,
21
22 bridges, fire protection, emergency medical response, land use,
22
23 agriculture, water resources, and residential growth patterns.

1     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 2ND SESSION

2 OF THE 60TH OKLAHOMA LEGISLATURE:

3     THAT the Oklahoma Senate formally declares its opposition to
3
4 advancement of the proposed Inola aluminum smelter project unless
4
5 and until all environmental, agricultural, infrastructure, public-
5
6 safety, and fiscal concerns are independently studied and publicly
6
7 addressed to the satisfaction of affected local communities.
7
8     THAT the Senate further recommends that no public support be
8
9 endorsed unless all participating public entities provide a complete
9
10 public accounting of all incentives, abatements, grants, TIF
10
11 districts, state and federal subsidies, and utility subsidies,
11
12 associated with the project.

13     THAT copies of this resolution be distributed to the Governor
13
14 and the Department of Environmental Quality.
