HOUSE CONCURRENT RESOLUTION NO. 102

  A CONCURRENT RESOLUTION
To continue the Senior Task Force on Fraud Prevention created in the 2025 Regular Session
       of the Legislature of Louisiana pursuant to House Concurrent Resolution No. 53 to
       study the occurrence and effect of fraud committed against elderly persons in
       Louisiana.
       WHEREAS, as technology and automation evolves, a growing fraud industry is
stealing billions from consumers each year; and
       WHEREAS, over eighty-four thousand Louisianans were victims of fraud and scams
resulting in eighty-nine million four hundred thousand dollars in losses in 2024; and
       WHEREAS, every two seconds, a Louisianan becomes a victim of identity theft,
highlighting the urgent and pervasive nature of this crime; and
       WHEREAS, older adults are often prime targets for scammers due to factors such
as accumulated savings, limited familiarity with digital technology, and increased social
isolation, which can heighten their vulnerability to financial exploitation and identity theft;
and
       WHEREAS, according to a recent AARP Fraud Watch Network report, over one
hundred forty-one million adults, representing forty-two percent of the United States
population, have had money or sensitive information stolen through fraud; and
       WHEREAS, data from the Federal Trade Commission indicates that while younger
adults aged twenty to twenty-nine report losing money to fraud in forty-four percent of
cases, older adults aged seventy to seventy-nine report financial losses in twenty-four
percent of cases, and those aged eighty and older experience the highest median losses of
any age group; and
       WHEREAS, although older adults may report fraud less frequently than younger
individuals, the financial impact of these crimes is often far more devastating for seniors,
with significantly higher median losses among those aged seventy and above.

        THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
continue the Senior Task Force on Fraud Prevention, and may propose recommendations,
together with specific proposals for legislation. Any recommendations or proposals shall
be submitted by written report to the legislature and to the David R. Poynter Legislative
Research Library as required by R.S. 24:771 and 772.
        BE IT FURTHER RESOLVED that, with the following exceptions, the membership
and duties of the task force shall continue as provided in House Concurrent Resolution No.
53 of the 2025 Regular Session of the Legislature of Louisiana.
        BE IT FURTHER RESOLVED that the membership of the task force shall also
include all of the following:
        (1) One designee appointed by the United States Attorney's Office, Western District
of Louisiana.
        (2) One designee appointed by the United States Attorney's Office, Eastern District
of Louisiana.
        (3) One designee appointed by the Louisiana Bankers Association.
        (4) The executive director of the office of elderly affairs in the office of the governor
or his designee.
        BE IT FURTHER RESOLVED that each designating authority shall submit the
names of designees to the task force to the office of attorney general no later than July 1,
2026.
        BE IT FURTHER RESOLVED that the task force shall convene for its first meeting
no later than August 1, 2026, at the call of AARP of Louisiana.
        BE IT FURTHER RESOLVED that the Rules of Order of the House of
Representatives or applicable Joint Rules shall apply to all meetings of the task force.
        BE IT FURTHER RESOLVED that the members of the task force shall serve
without compensation, except per diem or expenses reimbursement to which they may be
individually entitled as members of their constituent organizations.
        BE IT FURTHER RESOLVED that meetings of the task force shall be subject to the
Open Meetings Law, R.S. 42:11 et seq., and records of the task force shall be subject to the
Public Records Law, R.S. 44:1 et seq.

       BE IT FURTHER RESOLVED that the task force shall submit a written report of
findings, conclusions, and recommendations to the Louisiana legislature, the office of the
governor, and the office of the attorney general no later than February 1, 2027.
       BE IT FURTHER RESOLVED that the task force shall terminate following the
conclusion of its business or February 1, 2027, whichever occurs first.
       BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
governor, the attorney general, the director of AARP Louisiana, the executive director of the
Louisiana Sheriffs' Association, the president of the Better Business Bureau of South Central
Louisiana, the special agent in charge of the New Orleans field office of the Federal Bureau
of Investigation, the United States Attorney for the Western District of Louisiana, the United
States Attorney for the Middle District of Louisiana, the United States Attorney for the
Eastern District of Louisiana, the commissioner of the office of financial institutions, the
executive director of the Louisiana Association of Chiefs of Police, the chairman of the
Louisiana Bankers Association, and the executive director of the office of elderly affairs.
