18  RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19   resolution may be cited as the "District of Columbia Sentencing Commission Rev. Terrance
20   McKinley Confirmation Resolution of 2026".
21  Sec. 2. The Council of the District of Columbia confirms the appointment of:

dedicated to improving the quality of life for Black children and families by mobilizing
communities and igniting movements grounded in equity, justice, and systems change.
Vice President ofMovement Building & Strategy
    * Provide executive leadership for NBCDI’s national movement-building strategy across 18
        states and 26 local affiliates, aligning local organizing, shared narrative, and national
        advocacy priorities toward coordinated action.
     ‘* Led the first comprehensive, ground-up assessment of NBCDI’s affiliate network through
        the 2024-2025 National Network Village Tour, translating insights into a comprehensive
        network strategy, prioritized investments, and shared infrastructure for collective
         action.
    © Spearheaded the launch of the Commission on Black Child Safety, a historic,
       intersectional national body uniting leading civil rights, early childhood, movement-
      building, and health equity organizations, including the Children’s Defense Fund,
      Lawyers’ Committee for Civil Rights Under Law, National Education Association (NEA),
      National Action Network, ASALH, the National Medical Association, and others.
    * Directed the Voting for Black Futures campaign and election-related work, equipping
      affiliate leaders with tools, messaging, and organizing strategies to engage communities
      and advance values-centered civic participation at the state and local levels.
    * Oversaw and coordinated a complex national network infrastructure, supporting
      affiliates with shared campaign calendars, leadership development, project
      management tools, and systems for collaboration and accountability.
    * Led Dream Forward, Act Now, a national campaign that catalyzed a decisive shift
      toward digital-first organizing, translating movement strategy into scalable digital
      infrastructure and laying the foundation for NBCDI’s national digital advocacy
      ecosystem; partnered with communications firms and digital teams to evaluate
      Participation, reach, and impact.
    * Represented NBCDI on the Power Equity Council, supported by a $10M investment
      from MacKenzie Scott, contributing to the distribution of 30+ sub-grants to grassroots
      organizations driving transformative local change.

        Leadership Conference on Civil and Human Rights (LCCHR) is the U.S.'s largest and oldest civil

    Oversight of a comprehensive portfolio of short-term and long-term racial justice initiatives,
    programs, and campaigns.
 Spearheaded organization’s campaigns aimed at countering local-level voter suppression efforts,
 training over 1,300 poll chaplains, across 10 key states, in thelast 3 election cycles. The successofthis
 effort gained widespread recognition, with coverage by more than 50 national and local media
 outlets, highlighting the essential role of clergy in safeguarding the right to vote and protecting
 democracy. "How PeopleofFaith Impacted the 2020 Election," depicts the campaign's achievements,
 and sheds light on the transformative power of our collective efforts.
 Recruited and trained faith leaders from 16 cities most impacted by racialized policing and the criminal
justice system crisis, in partnership with Howard University SchoolofDivinity and the 14 Kellogg Truth,
 Racial Healing, and Transformation Centers.
 Managed the organization's inaugural $1MLilly Endowment grant, overseeing consultants, partners,
 reporting, and deliverables while maintaining strong funder relationships. Developed and
 implemented training program to empower local leaders, with a specific focus on critical issues at the
 intersections of racialized policing and immigration. Provided oversight and executed all aspects of
the project, including coordination with project partners, personnel, and consultants, while
 maintaining a strong and collaborative relationship with funder.
 Established and directed the Theology, Racialized Policing, and Justice Reform cohort program for
clergy and emerging leaders. Established a partnership with Howard University Schoolof  Divinity, and
successfully trained over 250 leaders, spanning 16 states in four program cycles. The programs
 profound impact is evident in media coverage such as "'Racialized policing’ program takes faith
leaders from grief to action" and "One year after George Floyd's murder, faith leaders continue to call
‘for racial reckoning,” which showcases the ongoing transformative efforts of program alumni.
Directed a collaborative training program in partnership with Duke University School of Divinity in
North Carolina, exploring the intersections   of racialized policing and immigration in Black and Latinx
communities.
Co-led the faiths United to Save Democracy campaign, a multi-racial, multi-faith, and
intergenerational effort focused on voter engagement, mobilization, and protection, aimed at
safeguarding democracy and preserving the sacred right to vote.
Led initiatives to combat capital punishment, including spearheading organization’s involvement in
the influential "Justice for Julius" campaign. Successfully leveraged media to amplify advocacy through
the publication of "An Open Letter to the Governor of Oklahoma," and its accompanying high
performing Action Alert, showcasing the efficacy and influence of our digital advocacy.
Convened and coordinated efforts ofadiverse and progressive coalition of leaders affiliated with “The
Faith Table,” representing over 70 million people of faith worldwide, to drive advocacy on a long-
standing issue; the call to establish a United States Truth, Racial Healing, and Transformation (TRHT)
‘Commission at the federal level, aiming to pave a transformative pathway to achieve lasting and
sustainable racial healing. Our efforts supported the ongoing work of national political leaders,
including Congresswoman Barbara Lee and Congresswoman Shelia Jackson Lee and ledto the historic
milestone of the first White House meeting on the truth commission and HR.40. The TRHT Coalition
continues to champion this cause.
Served as the lead representative in various coalitions, including the Leadership Conference on Civil
and Human Rights, the Campaign to End Qualified Immunity, the Truth, Racial Healing, and
Transformation Coalition, the Faith Resilience Network (Elections), Protect our Democracy, and the
Shoulder to Shoulder Campaign to EndAnti-Muslim Bigotry, among others.
Selected as lead spokespersonfor the organization at highly selective donor convenings, including the
Funders Committee for Civic Participation, State Infrastructure Fund/NEO Philanthropy, the
Association of Black Foundation Executives (ABFE), the Lily Endowment, the Democracy Fund, and
  Civic (RE)Solve, among others. Demonstrated effective and persuasive communication skills in
  ‘engaging with diverse audiences within fundraising community.
* Co-authored grant proposals for all related programs showcasing grant writing abilities and a deep
  understanding of donor requirements. Entrusted with the responsibility of donor cultivation,

                                    Rev. Terrance McKinley
                          Rev. Terrance McKinley is the Senior Pastor of Campbell African
                          Methodist Episcopal Church in Ward 8 and a nationally recognized leader
                          in faith,justice, policy, advocacy, and movement-building. He also serves
                          as Vice President of Movement Building and Strategy at the National
                          Black Child Development Institute (NBCDI), where he led national
                          advocacy and grassroots engagement across 18 states to advance systems
                          change for Black children and families. Rev. McKinley is the recipient of
                          the 2023 President Joseph R. Biden, Jr. Juneteenth President's
                          Achievement Award.
                          His previous service includes key ministerial roles at Reid Temple AME
                          Church and The Greater Allen AME Cathedral, the two largest
congregations in the denomination, a member      ofthe Power Equity Council, and Director of Racial
Justice at Sojourners, a national leader in messaging, media, and mobilization, where he trained
faith and justice leaders from sixteen states responding to the ongoing crisis in policing and the
broader U.S. justice system.
He serves on the boards of Black Christian Influencers (BCI), the Culture of Health Leadership
Institute for Racial Healing, and the LIFT Project.
A Ward 7 resident, Rev. McKinley earned his Bachelor of Science from Comell University and
his MasterofDivinity from Princeton Theological Seminary.
