HOUSE CONCURRENT RESOLUTION NO. 108
BY REPRESENTATIVE WRIGHT AND SENATORS BARROW, BARTHELEMY,
     CARTER, FESI, HENRY, HODGES, JENKINS, MIGUEZ, MILLER, MYERS,
     PRESSLY, AND TALBOT
  A CONCURRENT RESOLUTION
To encourage further economic ties and friendship between the state of Louisiana and the
       Republic of China (Taiwan).
       WHEREAS, the longstanding bonds of friendship, economic ties, and bonds of
friendship between the United States and the Republic of China (Taiwan), embodied in the
Taiwan Relations Act of 1979, continue to yield important economic, social, strategic, and
cultural benefits; and
       WHEREAS, in 2025, Taiwan ranked fourth on the Heritage Foundation's Index of
Economic Freedom, holds an important position in the global economy as a top player in the
world's information and communications technology industry, and is a trusted partner for
economic cooperation and exchanges in industries like smart machinery, the Internet of
Things, biotechnology, energy technology, national defense, semiconductors, and the
circular economy; and
       WHEREAS, U.S.-Taiwan trade reached two hundred fifty-six billion dollars in total
goods trade according to 2025 U.S. data, and Taiwan ranks as the United States' eighth
largest export market for American agricultural products and as the United States' fifth
largest merchandise trading partner; and
       WHEREAS, the robust U.S.-Taiwan trade and investment partnership provides a
solid foundation for a mutually beneficial bilateral trade agreement to spur job creation,
expand the global market, and secure international, democratic supply chains; and
       WHEREAS, Taiwan is a pivotal force for stability in the Indo-Pacific that amplifies
the values of democracy, peace, and prosperity by partnering with like-minded countries
through integrated diplomacy to address global challenges; and
       WHEREAS, Taiwanese officials and civil society groups partner with the United
States on a range of issues to promote our common values of freedom, democracy, and
human rights; and

        WHEREAS, since 1985, Louisiana and Taiwan have maintained a sister-state
relationship and enjoy particularly close economic ties; and
        WHEREAS, Louisiana and the Unites States have benefitted immeasurably through
decades of unwavering friendship with Taiwan and the wider world is sure to reap
tremendous rewards as Taiwan works to enhance its presence in the international
community.
        THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
express support for strengthening our partnership with Taiwan, for the expansion of Taiwan's
role on the global stage, and for its efforts to preserve peace and stability in the Taiwan Strait
through meaningful dialogue.
        BE IT FURTHER RESOLVED that the Legislature of Louisiana supports a tax
agreement between the United States and Taiwan, supports the goals of the Critical Undersea
Infrastructure Resilience Initiative Act to prioritize the protection and resilience of undersea
cables near Taiwan, with a focus on countering gray zone tactics from the People's Republic
of China, and maintains that United Nations General Assembly Resolution 2758 cannot be
used to exclude Taiwan from participation in the United Nations System and other
international fora such as the International Civil Aviation Organization, the International
Criminal Police Organization, and the United Nations Framework Convention on Climate
Change.
        BE IT FURTHER RESOLVED that the Legislature of Louisiana celebrates the
forty-seventh anniversary of the Taiwan Relations Act and the forty-first anniversary of the
sister-state relationship between the state of Louisiana and Taiwan.
        BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
Taipei Economic and Cultural Office in Houston.
