 DRUGS: Creates the Louisiana Recreational Cannabis Policy Task Force
1A CONCURRENT RESOLUTION
2 To create the Louisiana Recreational Cannabis Policy Task Force to study and make
3recommendations relative to the potential legalization and regulation of recreational
4marijuana in Louisiana
5WHEREAS, Louisiana currently permits the use of medical marijuana under a
6 regulated framework administered by the Louisiana Department of Health; and
7WHEREAS, multiple states have enacted laws permitting the sale of recreational
8 marijuana and have generated data regarding economic impact, public health outcomes,
9 criminal justice implications, and regulatory challenges; and
10WHEREAS, Louisiana has the opportunity as a later-adopting state to evaluate
11 existing regulatory models and avoid deficiencies observed in other jurisdictions, including
12 market oversaturation, revenue instability, and inadequate community reinvestment; and
13WHEREAS, policy proposals such as the Social Equity and Economic Development
14 (SEED) Act emphasize structured taxation models, population-based licensing, social equity
15 participation, and strict supply chain oversight as mechanisms to promote a stable and
16 equitable cannabis market; and
17WHEREAS, the legislature recognizes the need to evaluate potential benefits
18 including economic development, tax revenue generation, workforce opportunities, and
19 funding for education and public safety, as well as risks related to public health, impaired
20 driving, and law enforcement; and

1WHEREAS, a comprehensive, data-driven study is necessary to inform legislative
2 action and ensure that any future policy is tailored to the unique economic, geographic, and
3 public safety needs of Louisiana.
4THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
5 create the Louisiana Recreational Cannabis Policy Task Force, hereafter referred to as the
6 "task force".
7BE IT FURTHER RESOLVED that the purpose of the task force shall be to study
8 and develop findings and recommendations regarding the potential legalization of
9 recreational marijuana in this state including but not limited to all of the following:
10(1) Economic impacts including projected state and local tax revenues and industry
11 development.
12(2) Regulatory frameworks including taxation structures such as wholesale valuation
13 models and point-of-sale taxes.
14(3) Licensing structures including population-based caps and measures to prevent
15 market monopolization.
16(4) Public health considerations including youth access, product safety, and
17 consumption limits.
18(5) Criminal justice and law enforcement impacts.
19(6) Social equity policies, including mechanisms to promote participation by
20 disproportionately impacted communities.
21(7) Impacts on the existing medical marijuana program.
22(8) Supply chain regulation including testing, transportation, and seed-to-sale
23 tracking systems.
24BE IT FURTHER RESOLVED that the task force shall be composed of the
25 following members:
26(1) The secretary of the Louisiana Department of Health or his designee.
27(2) One representative of statewide law enforcement appointed by the president of
28 the Louisiana Sheriffs’ Association.

1(3) One representatives from the medical marijuana industry appointed by the
2 speaker of the House of Representatives.
3(4) One representative from a licensed cannabis cultivation or processing entity.
4(5) One representative from an organization advocating for the retail sale of
5 marijuana appointed by the state representative from House District No. 61.
6(6) One public health expert with experience in substance use policy appointed by
7 the governor.
8(7) One representative with experience in economic development or taxation policy
9 appointed by the Senate president.
10BE IT FURTHER RESOLVED that the chair of the task force shall be selected by
11 a majority vote of the members of the task force.
12BE IT FURTHER RESOLVED that a majority of the members of the task force shall
13 constitute a quorum for the transaction of business.
14BE IT FURTHER RESOLVED that the Louisiana Department of Health shall
15 provide staff support, administrative assistance, and facilities as necessary for the task force
16 to carry out its duties.
17BE IT FURTHER RESOLVED that the task force shall submit a written report of
18 its findings and recommendations to the legislature no later than February 1, 2027.
19BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
20 secretary of the Louisiana Department of Health, the executive director of the Louisiana
21 Sheriffs' Association, and the governor.
