hcr112/enrolled.txtENROLLED2026 Regular SessionHOUSE CONCURRENT RESOLUTION NO. 112BY REPRESENTATIVE JACKSONA CONCURRENT RESOLUTIONTo urge and request that the Louisiana Department of Transportation and Development(DOTD), in conjunction with DOTD District 4, study the recent occurrences ofrainwater flooding along the Louisiana Highway 1 corridor in Shreveport, Louisiana,extending from its intersection with East Stoner Avenue to its intersection with EastKings Highway and Louisiana Highway 3032.WHEREAS, Louisiana Highway 1 is a major north-south business and residentialthoroughfare in Shreveport; andWHEREAS, this segment of Louisiana Highway 1 has experienced recent recurringand significant flooding during rain events; andWHEREAS, the recurring flooding along this segment of Louisiana Highway 1 hasimpeded access to residences and businesses, disrupted vehicular traffic, and posed threatsto public safety; andWHEREAS, a coordinated study with the participation of affected neighborhoodsand businesses and relevant local municipal entities is necessary to identify the causes of andsolutions to the flooding along this corridor.THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does herebyurge and request that the Louisiana DOTD, in conjunction with DOTD District 4, study therecent occurrences of rainwater flooding along the Louisiana Highway 1 corridor inShreveport, Louisiana, extending from its intersection with East Stoner Avenue to itsintersection with East Kings Highway and Louisiana Highway 3032.BE IT FURTHER RESOLVED that the DOTD shall organize and conduct no lessthan two public forums with affected residents and business owners to gather feedback andinsight regarding the impacts of the recent recurring flooding along the corridor.Page 1 of 2HCR NO. 112 ENROLLEDBE IT FURTHER RESOLVED that the DOTD shall incorporate the input, expertise,and support of relevant local municipal entities, including but not limited to the ShreveportPublic Works Department, the Shreveport Department of Operational Services, Office ofWater and Sewerage, Shreveport Traffic Engineering, and Caddo Parish Office of HomelandSecurity.BE IT FURTHER RESOLVED that the DOTD shall submit a written report detailingits findings and recommendations, including proposed plans to mitigate the flooding duringrain events, for inclusion in DOTD's Statewide Flood Control Program, to the jointtransportation, highways, and public works committee at least sixty days prior to theconvening of the 2027 Regular Session.BE IT FURTHER RESOLVED that the DOTD shall submit a copy of the report tothe state representative for Louisiana House District No. 2 and the state senator for LouisianaSenate District No. 39 at least sixty days prior to the convening of the 2027 Regular Session.BE IT FURTHER RESOLVED that a copy of the Resolution be transmitted to thesecretary of the DOTD.SPEAKER OF THE HOUSE OF REPRESENTATIVESPRESIDENT OF THE SENATEPage 2 of 2
