hcr1030/enrolled.txtResolutionENROLLED HOUSECONCURRENTRESOLUTION NO. 1030 By: West (Josh) of the HouseandDaniels of the SenateA Concurrent Resolution relating to legislativeprocedures; and establishing a legislative procedureschedule for the 61st Oklahoma Legislature.NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVESOF THE 2ND SESSION OF THE 60TH OKLAHOMA LEGISLATURE, THE SENATECONCURRING THEREIN:THAT the First Regular Session of the 61st Oklahoma Legislatureshall adhere to the following procedure schedule:1. The First Regular Session of the 61st Oklahoma Legislatureshall convene at 12:00 noon on January 5, 2027, for the purposesonly of performing the duties set forth in Section 5 of Article VIof the Oklahoma Constitution and organizing pursuant to theprovisions of Article V of the Oklahoma Constitution and shallrecess no later than 5:00 p.m. on that same day until February 1,2027, beginning at 12:00 noon.2. December 4, 2026, shall be the final date for requesting thedrafting of bills and joint resolutions in the House ofRepresentatives and the Senate for introduction for considerationduring the First Regular Session.3. January 14, 2027, no later than 4:00 p.m., shall be thedeadline for introduction of bills and joint resolutions in theHouse of Representatives and the Senate for consideration on thefloor of the House of Representatives and the Senate during theFirst Regular Session. Bills and joint resolutions subsequentlyintroduced, if reported from Committee, shall not be placed on theCalendar for consideration in said house until the first legislativeday of the First Regular Session.4. March 25, 2027, shall be the final legislative day for thirdreading and final passage of a bill or joint resolution in the houseof origin.5. May 6, 2027, shall be the final legislative day for thirdreading and final passage of a bill or joint resolution in the houseopposite the house of origin.6. The First Regular Session shall adjourn sine die not laterthan 5:00 p.m. on May 28, 2027.7. Upon a two-thirds (2/3) vote of the membership of orpursuant to joint rules adopted by both chambers, a bill or jointresolution can be exempt from all deadline dates in both chambers.Upon a two-thirds (2/3) vote of the membership of or pursuant torules adopted by a single chamber, a bill or joint resolution can beexempt from all deadline dates in that chamber only.THAT the Second Regular Session of the 61st Oklahoma Legislatureshall adhere to the following procedure schedule:1. December 3, 2027, shall be the final date for requesting thedrafting of bills and joint resolutions in the House ofRepresentatives and the Senate for introduction for considerationduring the Second Regular Session.2. January 20, 2028, no later than 4:00 p.m., shall be thedeadline for introduction of bills and joint resolutions in theHouse of Representatives and the Senate for consideration on thefloor of the House of Representatives and the Senate during theSecond Regular Session.3. The Second Regular Session of the 61st Oklahoma Legislatureshall convene at 12:00 noon on February 7, 2028.4. March 23, 2028, shall be the final legislative day for thirdreading and final passage of a bill or joint resolution in the houseof origin.5. May 4, 2028, shall be the final legislative day for thirdreading and final passage of a bill or joint resolution in the houseopposite the house of origin.ENR. H. C. R. NO. 1030 Page 26. The Second Regular Session shall adjourn sine die not laterthan 5:00 p.m. on May 26, 2028.7. Upon a two-thirds (2/3) vote of the membership of orpursuant to joint rules adopted by both chambers, a bill or jointresolution can be exempt from all deadline dates in both chambers.Upon a two-thirds (2/3) vote of the membership of or pursuant torules adopted by a single chamber, a bill or joint resolution can beexempt from all deadline dates in that chamber only.THAT this schedule shall be inapplicable to any joint resolutionintroduced for the purpose of disapproving or approving agency rulespursuant to the provisions of the Administrative Procedures Act.THAT this schedule shall be inapplicable to any bills introducedfor the purposes of incorporation and merging different versions ofa statute amended in more than one measure at the same or differentsessions of the Legislature as set forth in Section 23.1 of Title 75of the Oklahoma Statutes.THAT this schedule shall be inapplicable to any bill or jointresolution introduced for the purposes of approving, disapproving,repealing, or modifying rules of the Ethics Commission pursuant tothe provisions of Section 3 of Article XXIX of the OklahomaConstitution.THAT this schedule shall be inapplicable to any bill or jointresolution which proposes a special or local law and for whichnotice of intended introduction is published in a newspaper for four(4) consecutive weeks pursuant to the provisions of Section 32 ofArticle V of the Oklahoma Constitution.THAT the dates specified in this resolution for introduction ofbills or joint resolutions shall be inapplicable to any bill orjoint resolution which contains an "RB" number pursuant to theprovisions of the Oklahoma Pension Legislation Actuarial AnalysisAct. Such measures shall be submitted to the legislative actuarynot later than such dates and may be introduced not later than thefirst Monday in February following such submission.THAT this schedule shall be inapplicable to any bill or jointresolution authored by the chairs and vice-chairs of the HouseAppropriations and Budget Committee and the Senate AppropriationsCommittee which affects the receipt, expenditure, or budgeting ofENR. H. C. R.
