Document has been reformatted to meet World Wide Web specifications.)A house RESOLUTIONTO RECOGNIZE and honor EBONY YOUNG FOR HERDISTINGUISHED SERVICE TO THE STATE OF SOUTH CAROLINA AND FOR HER INSTRUMENTALROLE IN THE DEVELOPMENT AND IMPLEMENTATION OF THE PALMS PROJECT.Whereas, it is altogetherfitting and proper that the South Carolina House of Representatives shouldpause in its deliberations to honor Ebony Young for her many years of dedicatedservice to the State of South Carolina and for her invaluable contributions tothe development and implementation of the PALMS drafting software; andWhereas, Ebony Young wasborn on December 16, 1984, in Manhattan, New York, to Belinda Butler and CraigYoung. At a young age, her family returned to St. Stephen, South Carolina, tobe closer to loved ones. She was raised alongside her siblings, Dexter, Stefan,and Ashley, in a close-knit and family-oriented environment. Her Aunt RuthMallett and Uncle William Mallett also played an important role in her upbringing,embracing her as one of their own alongside her cousins. Throughout her life,she has remained deeply devoted to her family, always offering love, guidance,and support; andWhereas, Ms. Youngattended Timberland High School in St. Stephen before continuing her educationat the University of South Carolina, where she earned a Bachelor of Sciencedegree in Technology Support and Training Management; andWhereas, upon graduatingfrom the University of South Carolina in 2006, Ms. Young began her professionalcareer with Verizon Wireless as a customer service representative. In 2007, shejoined the South Carolina Judicial Department as a help desk technician andlater served as an applications business analyst. After more than six yearswith the Judicial Department, she became an Oracle Identity Manager operationsanalyst at the University of South Carolina. In 2015, she joined InternationalBusiness Machines Corporation (IBM), where she served in several leadership andanalytical roles, including business analyst, release manager, and operationsanalyst. In 2019, after nearly five years with IBM, she became a seniorconsultant and business analyst with Intellectual Capitol (ICAP). In November2020, she joined Propylon as a business analyst and, in July 2023, was promotedto senior business analyst, where she has mentored and led teams of mid-tierand associate business analysts; andWhereas, through her workwith Propylon, Ms. Young began collaborating with the House, the Senate, LegislativeCouncil, and LSA, mastering the former drafting system while helping to design,develop, and administer the PALMS Project, a modern and more efficient draftingsystem. As a key leader in the project's implementation, she dedicatedcountless hours, late nights, and unwavering effort to ensuring its success.Throughout her years of service on the project, she has been known for herprofessionalism, kindness, and willingness to assist others, consistently goingabove and beyond in service to her colleagues and the State of South Carolina;andWhereas, Ms. Young is aproud member of Zeta Phi Beta SororityIncorporated, and a woman of strong Christian faith who enjoys worshippingonline with 2819 Church in Atlanta, Georgia; andWhereas, in her leisuretime, Ms. Young enjoys traveling throughout the world, with Chicago rankingamong her favorite destinations; andWhereas, the members ofthe South Carolina House of Representatives are deeply grateful for thededication, professionalism, and countless contributions Ebony Young hasprovided to the General Assembly and the State of South Carolina. Although shewill be greatly missed as she embarks upon an exciting promotion in Ireland,the members extend their warmest congratulations and best wishes for continuedsuccess, eagerly anticipating hearing of her many future accomplishments abroadand welcoming her return in the years to come.
