Document has been reformatted to meet World Wide Web specifications.)A house RESOLUTIONTO SET BY SPECIALORDER H. 5683, RELATING TO CONGRESSIONAL REDISTRICTING, FOR IMMEDIATECONSIDERATION UPON ADOPTION OF THE SPECIAL ORDER RESOLUTION AND CONTINUING EACHDAY THEREAFTER BY SPECIAL ORDER UNTIL FINAL DISPOSITION OF H. 5683, TO PROVIDEFOR CONSIDERATION OF AMENDMENTS INCLUDING SENATE AMENDMENTS, AND TO PROVIDEPROCEDURES FOR DEBATE.Be it resolved by the House of Representatives:That H. 5683, relatingto Congressional Redistricting, is set by special order for immediateconsideration following adoption of the special order resolution immediatelyafter roll call and continuing everyday thereafter until final disposition ofH. 5683.Be it further resolvedthat, upon adoption of this special order resolution, each member may select nomore than one amendment from those on the desk or introduce no more than onenew amendment. Prior to the House convening in session on Tuesday, May 19,2026, the member must either select or place on the desk the amendment of theirchoosing. The amendments then selected from those upon the desk or introducedpursuant to this special order resolution shall be considered, but no furtheramendments shall be allowed to be offered except pursuant to the terms of thisspecial order resolution. And, no substitute amendments may be offered oraccepted by the desk. The proponents of an amendment shall be allowed anopportunity to make a short explanation of the amendment for a period not toexceed three minutes, then the opponents of an amendment shall be permitted notmore than three minutes to oppose the proposed amendment. On the question ofadoption of the bill on second reading, no member shall speak more than onceand for not more than ten minutes. No member may speak on third reading of thebill, and no motions other than the main question shall be in order on thirdreading.Be it further resolvedthat, if H. 5683 is returned to the House with Senate Amendments, the MajorityLeader and the Minority Leader may each introduce one amendment. No otheramendments may be offered. One hour of debate shall be allowed on eachamendment, the time being equally divided between proponents and opponents withno person speaking more than ten minutes.Be it further resolvedthat:(1) Notwithstanding Rule 8.12, if a motion toadjourn or recess has been negatived, no new motion to adjourn or take a recessshall be in order until five hours shall have elapsed, except that afteradoption of this resolution, or upon second reading of H. 5683 a motion toadjourn shall be in order.(2) Except as otherwise provided in thisresolution, the motions listed in Rule 8.5 will not be in order until H. 5683receives second reading.----XX----This web page was last updated on May 18, 2026 at 08:38 PM
