Lightner,Alexander, Breen, Paiz, Rheingans and Witwer offered the following resolution:A resolution to declare May 2026 asTreatment Court Month in the state of Michigan.Whereas, Treatment courts are a cornerstone of justice reformin the United States and are widely recognized as among the most successful andeffective justice system interventions in our nation’s history; andWhereas, There are more than 4,200 treatment courts operatingnationwide, including Michigan’s 209 treatment courts, which together havehelped restore hope, strengthen families, and improve outcomes for more than1.5 million individuals; andWhereas, Treatment courts have demonstrated significantimprovements in addressing substance use and mental health challenges, reducingaddiction and related crime, and achieving these outcomes at a lower cost thantraditional criminal justice approaches, saving an average of $6,000 perparticipant; andWhereas, Treatment courts foster strong community-basedpartnerships by bringing together judges, prosecutors, defense attorneys,treatment and rehabilitation professionals, law enforcement, communitysupervision personnel, researchers, educators, and community leaders who sharea commitment to accountability, recovery, and healing; andWhereas, Treatment courts improve public safety and promotelong-term stability by increasing educational attainment, employment, housingand financial security, supporting family reunification, reducing foster careplacements, and improving maternal and infant health outcomes; andWhereas, Treatment courts exemplify the belief that recoveryis possible, accountability leads to transformation, and when one person risesout of substance use and crime, families grow stronger, communities heal, andwe all rise; now, therefore, be itResolved by the House of Representatives, That the members ofthis legislative body declare May 2026 as Treatment Court Month in the state ofMichigan.
