scr202/enrolled.txtSTATE OF ALASKATHE LEGISLATURE2026SECOND SPECIAL SESSION LegislativeSource Resolve No.SCR 202 71Suspending Rules 47 and 55, Uniform Rules of the Alaska State Legislature, relating to thecarry-over of bills to a special session._______________BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions ofRule 47 of the Uniform Rules regarding the carry-over of bills and the provisions of Rule 55 ofthe Uniform Rules regarding the use of Mason's Manual of Legislative Procedure, 2020 edition,to cover situations not directly addressed by the Uniform Rules are suspended to the extent theyprohibit the carry-over of bills and resolutions from the Second Regular Session to the SecondSpecial Session of the Thirty-Fourth Alaska State Legislature; and be itFURTHER RESOLVED that this resolution applies only to the following billspreviously under consideration during the Second Regular Session of the Thirty-Fourth AlaskaState Legislature that relate to the subjects set out in the governor's proclamation for the specialsession:House Bill 381: An Act relating to the taxation of certain natural gas pipelineproperty; relating to municipal taxation limitations; establishing an alternative-1- Enrolled SCR202volumetric tax on natural gas throughput; relating to the allocation of revenue from thealternative volumetric tax; and providing for an effective date;Senate Bill 280: An Act relating to the taxation of certain natural gas pipelineproperty; relating to municipal taxation limitations; establishing an alternativevolumetric tax on natural gas throughput; relating to the allocation of revenue from thealternative volumetric tax; and providing for an effective date; and be itFURTHER RESOLVED that this resolution is retroactive to May 21, 2026, at 10:00a.m., the beginning of the Second Special Session of the Thirty-Fourth Alaska State Legislature.Enrolled SCR202 -2-
