and8 WHEREAS, The VACLC was established to serve as the central9service office for all veterans and their families residing10within Lake County; and11 WHEREAS, The foundational mission of the VACLC is "to12promote the welfare of honorably discharged Veterans of13military service through maximizing all possible benefits14through effective and dynamic advocacy and by serving as a15central service office for all Veterans residing in the county16of Lake"; and17 WHEREAS, Throughout its century of operation, the VACLC18has faithfully served veterans from all eras and conflicts,19including heroes of World War II, the Korean War, Vietnam,20Desert Storm, Operation Enduring Freedom, Operation Iraqi21Freedom, and more; andHR0954 - 2 - LRB104 22153 RMO 38371 r1 WHEREAS, Under the leadership of its professional staff,2including the superintendent, assistant superintendent,3executive assistant, senior veteran service officers, veteran4service officers in charge, veteran service officers, and5administrative assistants, the VACLC has dynamic oversight,6with the superintendent managing the organization and an7executive board of nine local veteran leaders performing8oversight for short-term and long-term operations; and9 WHEREAS, The VACLC's general membership is uniquely10composed of dedicated veteran delegates and alternates from11diverse local veteran service organizations, including12Veterans of Foreign Wars (VFW), American Legion (AML),13Disabled American Veterans (DAV), American Veterans (AMVETS),14and Military Officers Association of America (MOAA), who meet15quarterly to coordinate legislative advocacy, representation,16budgeting, and staffing; and17 WHEREAS, The VACLC offers comprehensive, expert, and18entirely pro bono advocacy and assistance to ensure that19veterans and their families are never charged a fee for vital20services, including disability compensation claims, pensions,21burial benefits, and survivor's benefits; and22 WHEREAS, Superintendent Andrew Tangen, a licensed23attorney, provides representation for wrongfully adjudicatedHR0954 - 3 - LRB104 22153 RMO 38371 r1claims in higher appellate courts, such as the Court of2Appeals for Veterans Claims and the Court of Appeals for the3Federal Circuit; and4 WHEREAS, The VACLC actively partners with Lake County5government and local townships to provide life-changing6emergency financial assistance for utilities, mortgage7payments, and emergency shelter while also overseeing a8not-for-profit fund fueled by generous donations to secure9adaptive vehicles, execute specific home repairs, and foster10community partnerships; and11 WHEREAS, Following critical modernization and strategic12turning points initiated in 2017 and 2019, a new generation of13veteran service officers joined the team, successfully14implementing sweeping updates to traditional claims processes15and positioning the VACLC as a modern, forward-looking beacon16of advocacy; and17 WHEREAS, To ensure that the solemnity and remembrance of18Memorial Day remain entirely undiminished, the VACLC will host19its formal 100th-anniversary celebration on June 27, 2026;20therefore, be it21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE22HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, thatHR0954 - 4 - LRB104 22153 RMO 38371 r1we congratulate the Veterans Assistance Commission of Lake2County (VACLC) on the momentous occasion of its 100th3anniversary, commend its staff, board, and delegates for a4century of unwavering advocacy, and extend our deepest5gratitude for its tireless service to the veteran community of6Lake County; and be it further7 RESOLVED, That a suitable copy of this resolution be8presented to the superintendent and executive board of the9VACLC as symbol of our esteem and respect.
