and7 WHEREAS, Dr. Perlman is the founder and retired president8of The Center: Resources for Teaching and Learning, an9institution that, under his visionary leadership, became one10of Illinois' leading organizations dedicated to educator11professional development, bilingual education, multilingual12learning, family engagement, and statewide professional13advancement; and14 WHEREAS, Dr. Perlman has faithfully led The Center for 5315years until his retirement as president on June 30, 2025,16dedicating his professional life to strengthening educational17systems and expanding opportunities for educators, students,18and families throughout the State of Illinois; and19 WHEREAS, Dr. Perlman, through his advocacy, leadership,20and direct work in educational policy, has helped shape and21strengthen Illinois' educational landscape, particularly in22the areas of bilingual education, multicultural learning,HR0956 - 2 - LRB104 22111 MST 38285 r1English language learner support, language access, educational2equity, and educator training; and3 WHEREAS, Dr. Perlman is widely recognized for his4involvement in developing the original Transitional Bilingual5Education (TBE) Act in the mid-1970s and helping shape6bilingual education policy across the State; and7 WHEREAS, Dr. Perlman dedicated his career to building the8infrastructure required to make the Transitional Bilingual9Education Act successful; and10 WHEREAS, Dr. Perlman was instrumental in developing and11leading several of Illinois' most recognized and impactful12educational conferences and statewide learning initiatives,13including the Illinois Legislative Latino Caucus Foundation14Conference, the English as a Second Language Conference, the15Bilingual Parent Conference, and The Every Student Succeeds16Act (ESSA) Conference, all of which strengthened professional17learning, family engagement, advocacy, and educational18collaboration across the State of Illinois; and19 WHEREAS, Dr. Perlman, through these conferences,20trainings, partnerships, and statewide initiatives, created21spaces where educators, administrators, policymakers, parents,22and community leaders could come together to advanceHR0956 - 3 - LRB104 22111 MST 38285 r1educational opportunity, strengthen communities, and improve2outcomes for future generations; and3 WHEREAS, Dr. Perlman served as a mentor, advisor, and4source of inspiration to hundreds of educators,5administrators, and educational leaders throughout Illinois,6many of whom continue to carry forward his enduring commitment7to educational excellence, leadership, and public service; and8 WHEREAS, Dr. Perlman's leadership reflected a profound9belief that education is one of the most transformative forces10in society and that investing in educators, families, and11communities strengthens not only schools but also the future12of the State of Illinois itself; and13 WHEREAS, Dr. Perlman, throughout his distinguished life14and career, has exemplified integrity, compassion,15professionalism, humility, collaboration, and an unwavering16dedication to educational advancement and public service; and17 WHEREAS, Dr. Perlman, beyond his extraordinary18professional accomplishments, has shared a life grounded in19love, partnership, and family alongside his beloved wife,20Lori, whose support and companionship have been an enduring21part of his remarkable journey of leadership and service; therefore, be it7 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE8HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that9we commend Dr. Ronald "Ron" Perlman for his extraordinary10lifetime of leadership, advocacy, mentorship, educational11service, and enduring contributions to the people and12communities of the State of Illinois; and be it further13 RESOLVED, That we thank Dr. Perlman for his lasting impact14on generations of educators, administrators, students,15families, and community leaders across the State of Illinois;16and be it further17 RESOLVED, That a suitable copy of this resolution be18presented Dr. Perlman as an expression of our esteem and19respect.
