SENATE RESOLUTION NO. 187
BY SENATOR CARTER
A RESOLUTION
To urge and request the Louisiana Commission on Law Enforcement and the Administration
of Criminal Justice (LCLE) to report to the Senate Committee on Judiciary B on the
progress of the implementation of Act 426 of the 2025 Regular Session.
WHEREAS, the Louisiana Commission on Law Enforcement and the Administration
of Criminal Justice is charged with supporting, coordinating, and enhancing the effectiveness
of the state's criminal justice system; and
WHEREAS, Act 426 of the 2025 Regular Session established important requirements
that the P.O.S.T. Council adopt a policy regarding mandatory reporting when a peace officer
uses force, under certain circumstances; and
WHEREAS, the successful implementation of Act 426 is essential to achieving the
Legislature's goals of improving public safety, enhancing accountability, and ensuring
consistent standards across law enforcement agencies; and
WHEREAS, ongoing legislative oversight is necessary to monitor progress, identify
challenges, and ensure that the provisions of Act 426 are being carried out as intended; and
WHEREAS, the Senate Committee on Judiciary B is the appropriate body to receive
updates and evaluate the status of implementation efforts.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the Louisiana Commission on Law Enforcement and the
Administration of Criminal Justice to report to the Senate Committee on Judiciary B on the
progress of the implementation of Act 426 of the 2025 Regular Session.
BE IT FURTHER RESOLVED that the report shall include, at minimum:
(1) A summary of actions taken to implement Act 426 to date.
(2) Identification of challenges or barriers encountered during implementation.
(3) A timeline of remaining tasks necessary to achieve full compliance.
(4) Recommendations for any legislative or administrative changes needed to support
successful implementation.

BE IT FURTHER RESOLVED that LCLE shall submit its report to the Senate
Committee on Judiciary B no later than September 1, 2026.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
chairman of the Louisiana Commission on Law Enforcement and the Administration of
Criminal Justice.
