SENATE RESOLUTION NO. 207

  A RESOLUTION
To express support for the governor's efforts to identify and implement any means
       authorized by law to fund a stipend for classroom teachers and support staff for the
       2026-2027 Fiscal Year.
       WHEREAS, Article VIII, Section 13(B) of the Constitution of Louisiana requires the
State Board of Elementary and Secondary Education to annually develop and adopt a
formula to determine the cost of a minimum foundation program of education in all public
elementary and secondary schools and to equitably allocate funds to parish and city school
systems; and
       WHEREAS, Article VIII, Section 13(B) of the Constitution of Louisiana further
requires the legislature to annually appropriate funds sufficient to fully fund the current cost
to the state of the minimum foundation program (MFP) as determined by applying the
approved formula; and
       WHEREAS, Senate Concurrent Resolution No. 80 of the 2026 Regular Session of
the Legislature creates a task force to study the MFP formula and recommend a long-term,
predictable funding structure for teacher and support staff compensation; and
       WHEREAS, that long term review does not address the immediate fact that the
2026-2027 Fiscal Year state budget does not renew the stipend previously provided to
classroom teachers and support staff; and
       WHEREAS, the Senate supports the administration's efforts, including the governor,
the commissioner of administration, the state superintendent of education, the State Board
of Elementary and Secondary Education, and other appropriate state officials, in identifying
and implementing any means authorized by law to fund such stipend, including a reduction
and redirection of a portion of the MFP appropriation.
       THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby express support for the governor's efforts to identify and implement any means
authorized by law to fund a stipend for classroom teachers and support staff for the
2026-2027 Fiscal Year.

       BE IT FURTHER RESOLVED that, if any reduction and redirection of the MFP
appropriation for the 2026-2027 Fiscal Year is determined to be in the best interest of the
state and its teachers and support staff, then such reduction and redirection shall be applied
only to funds attributable to noninstructional activities.
       BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
office of the governor.
