142; D.C. Official Code § 1-523.01), and pursuant to section 5 of the Office of Citizen Complaint
Review Establishment Act of 1998, effective March 26, 1999 (D.C. Law 12-208; D.C. Official Code

17  RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
18   resolution may be cited as the "Police Complaints Board Mikyala Moore Confirmation
19   Resolution of 2026".
20  Sec. 2. The Council of the District of Columbia confirms the appointment of:

31  Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,

                         Ms. Mikyala Moore is an Early Childhood Intervention Coordinator at
                         Hopkins House with a professional background in trauma support, rapid
                         rehousing case management, permanent supportive housing case
                         management, and street outreach, supporting individuals experiencing
                         housing instability and complex life challenges. Her work is informed by
                         both clinical training and lived experience, allowing me to build authentic,
                         empathetic connections with those she serves.
                          With a strong foundation in criminal justice, ongoing graduate training in
                          clinical mental health, and several years of direct experience supporting
                          individuals facing housing instability, trauma, and behavioral health
                          challenges, she maintains a strong commitment to accountability,
rehabilitation, and ethical practice.
She previously served as a Rapid Re-Housing Case Manager with Housing Up, where she
conducted comprehensive assessments, developed individualized service plans, and provided
crisis intervention. She maintained accurate documentation and compliance with federal
guidelines, demonstrating strong organizational skills and attention to detail.
A Ward 8 resident, Ms. Moore earned her Bachelor of Arts in Criminal Justice from Dillard
University and her Master of Education in Clinical Mental Health from Texas Southern University.
