M0005) and $406,479.60 for (ModificationM0007) for the not-to exceed amount of $4,260,792.48. The performance period is October 1,2025, through September 30, 2026.The legislation will approve Modification Nos. M0005, M0006 and M0007 to Contract No.CW119500 with Community of Hope, Inc. to provide short-term family housing, and to increasethe not-to-exceed amount for option year one of the contract. M0005 , M0006 and M0007 to Contract No.22 CWl 19500 with Community of Hope, Inc. Approval and Payment Authorization Emergency23 Declaration Resolution of 2026".24Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0005, M000625 and M0007 to Contract No. CWl 19500 with Community of Hope, Inc., and to authorize26 payment for the goods and services received and to be received under the modifications.27(b) By Modification No. M0004, the Office of Contracting and Procurement, on behalf of28 the Department of Human Services, exercised option year one of Contract No. CWl 19500 with29 Community of Hope, Inc. to provide short-tem1 fami ly housing in the not-to-exceed amount of30 $2,857,451.48 for the period October 1, 2025 through September 30, 2026. (CA26-0393)31(c) Modification No. M0005 increased the not-to-exceed amount by $996,861.40, to a32 total not-to-exceed amount of $3 ,854,312.88.33(d) Modification No. M0006 was an administrative modification.34(e) Proposed Modification No. 0007 will increase the not-to-exceed amount by35 $406,479.60 to a total not-to-exceed amount of $4,260,792.48 for option year one.36(f) The total increase to option year one under Modification Nos. M0005, M0006 and37 M0007 is $1,403,341.38(g) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved39 December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is40 necessary since the modifications will increase the value of the contract by more than $1 million41 during a 12-month period.42(h) Approval is necessary to allow the continuation of these vital services. Without this43 approval, Community of Hope, Inc. cannot be paid for goods and services provided in excess of44 $3,857,451.48 for the period from October 1, 2025 through September 30, 2026.45Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute46 emergency circumstances making it necessary that the Modification Nos. M0005, M0006 and47 M0007 to Contract No. CW119500 with Community of Hope, Inc. Approval and Payment48 Authorization Emergency Act of 2026 be adopted after a single reading.49Sec. 4. This resolution shall take effect immediately.2
