A RESOLUTION MOURNING THE LOSS AND COMMEMORATING THE LIFE,
EXTRAORDINARY LEGACY OF PUBLIC SERVICE, AND DISTINGUISHED LEGISLATIVE CAREER OF
THE HONORABLE WILLIAM R. "BO" BROWN, AND EXPRESSING DEEPEST SYMPATHY
TO HIS FAMILY AND FRIENDS UPON HIS PASSING.
���� WHEREAS, it is written in
Psalm 73:26, "My flesh and my heart may fail, but God is the strength of
my heart and my portion forever," and as such, the immaculate author and
finisher of our souls' destiny summoned the mortal presence of the Honorable
William R. "Bo" Brown, beloved husband, father, statesman, educator,
community leader and distinguished member of the Mississippi House of
Representatives, to eternal rest on June 8, 2026, rendering great sorrow and
loss to his family, legislative colleagues, constituents and many friends; and
���� WHEREAS, the City of
Jackson, Hinds County and the State of Mississippi lost a revered public
servant, respected voice of reason, steadfast advocate and faithful servant-leader
with the passing of Representative Brown, and there is now a hush in our hearts
as we come together to pay our respects to the memory of one who has been
called to join that innumerable heavenly caravan; and
���� WHEREAS, William R.
"Bo" Brown was born on November 8, 1944, to the union of the late
Willie Roy Brown and Bessie Brown, and throughout the entirety of his life
embodied the principles of faith, scholarship, perseverance, service and uplift
that would ultimately define his remarkable journey and enduring legacy; and
���� WHEREAS, Representative
Brown pursued academic excellence with diligence and distinction, earning a
bachelor of arts degree in political science from Tennessee State University, a
master of public policy and administration degree from Jackson State
University, completing specialized studies in public administration and
organizational management, and further broadening his educational horizons
through postgraduate studies and certification at Santa Clara University in
California; and
���� WHEREAS, guided by a
profound commitment to service, Representative Brown began his professional
career as a teacher and coach in the Jackson Public School District, where from
1967 until 1971 he inspired young minds while teaching American History,
Economics and American Government, serving as Assistant Football Coach, Junior
Class Sponsor and School Social Committee Chairman, helping to shape the lives
and futures of countless students; and
���� WHEREAS, his passion for
public service soon led him to positions of increasing responsibility within
the federal government, first serving as a Community Relations Specialist with
the United States Department of Justice during the implementation of the Civil
Rights Act of 1968, where he worked to resolve social and civil conflicts and
facilitate constructive dialogue between communities and governmental entities,
before serving with distinction in numerous capacities within the United States
Department of Housing and Urban Development from 1971 until 1983, including
Community Services Advisor, Neighborhood and Consumer Affairs Representative
and Equal Opportunity Specialist, administering programs that improved housing,
community development and opportunities for disadvantaged families throughout
Mississippi; and
���� WHEREAS, Representative
Brown later enjoyed a highly successful career in the private sector as an
Insurance Agent, Field Underwriter and Financial Representative, serving with
New York Life Insurance Company and Modern Woodmen of America for decades,
earning numerous professional distinctions including recognition as a Quality
Council Agent, National Sales Achievement recipient and National Quality Award
honoree while assisting families and businesses with financial planning and
security; and
���� WHEREAS, possessing the gift
of communication and community engagement, Representative Brown also served as
a radio broadcaster on WOKJ and WKXI-FM, utilizing the power of media to
inform, inspire and connect citizens throughout the Jackson metropolitan area;
and
���� WHEREAS, Representative
Brown's devotion to public service culminated in his election to the Jackson
City Council, where he faithfully represented the citizens of Ward Four from
1997 until 2005 and served as President of the Council on three separate
occasions, earning a reputation as a thoughtful consensus-builder whose
leadership was grounded in integrity, civility and a sincere desire to improve
the quality of life for all residents of Jackson; and
���� WHEREAS, continuing his
lifelong commitment to civic engagement and representative government,
Representative Brown was elected to the Mississippi House of Representatives in
November 2019 and assumed office on January 7, 2020, representing House
District 70 in Hinds County until his passing, during which time he faithfully
served on numerous legislative committees, including Agriculture, Banking and
Financial Services, Transportation, Judiciary B, Medicaid, Corrections, Tourism
and Reapportionment, diligently advocating for the needs and interests of his
constituents and the citizens of Mississippi; and
���� WHEREAS, throughout his
legislative tenure, Representative Brown championed issues affecting education,
public safety, criminal justice reform, mental health services, infrastructure
improvements, community development, public accountability and equal
opportunity, while remaining a steadfast advocate for fully funding public
education, supporting teachers and improving opportunities for future
generations; and
���� WHEREAS, Representative
Brown represented a style of leadership increasingly rare in public life,
earning admiration and respect from colleagues on both sides of the aisle
through wisdom rather than volume, humility rather than self-promotion, and
character rather than controversy, proving himself to be a steady and trusted
voice whose influence extended far beyond the walls of the Mississippi Capitol;
and
���� WHEREAS, a man of deep and
abiding faith, Representative Brown was a devoted member of New Mt. Zion
Missionary Baptist Church, where he faithfully served and worshipped, drawing
strength and guidance from his relationship with God throughout every season of
his life; and
���� WHEREAS, his commitment to
service extended well beyond government through active membership and
leadership in numerous civic, educational and fraternal organizations,
including the Tennessee State University Alumni Association, Jackson State
University Alumni Association, YMCA, BelAir Homeowners' Association, Jackson
Association of Life Underwriters and Financial Planners, the National
Association for the Advancement of Colored People, Omega Psi Phi Fraternity,
Incorporated, and Prince Hall Masonic Lodge No. 242 under the M.W. Stringer
Grand Lodge of Mississippi; and
���� WHEREAS, as a proud member
of Omega Psi Phi Fraternity, Incorporated, Representative Brown exemplified the
fraternity's cardinal principles of manhood, scholarship, perseverance and
uplift through a lifetime devoted to empowering others, strengthening
communities and serving with unwavering integrity and purpose; and
���� WHEREAS, as legislative
members of Omega Psi Phi Fraternity, Incorporated, serving in the Mississippi
House of Representatives, who served alongside Representative William R.
"Bo" Brown, we pause to honor our beloved Brother, his legislative
work, his advocacy for his constituents, and his unwavering dedication to
improving the lives of others, which demonstrated the intestinal fortitude of
his strength of character, wisdom and perseverance that define our Brotherhood;
and
���� WHEREAS, because his
leadership extended beyond the halls of government, uplifting communities and
inspiring future generations to serve with integrity and purpose, we extend
deepest condolences to his family, friends, constituents and all Brothers of
Omega Psi Phi Fraternity, Incorporated, and Brother Brown has entered Omega
Chapter, but his spirit, service and example will remain with us always -
"Friendship is Essential to the Soul."; and
���� WHEREAS, it is written in
Psalm 90:12, "Teach us to number our days, that we may gain a heart of
wisdom," and Representative Brown's 81 years upon this earth stand as a
testament to a life well-lived, richly blessed and abundantly poured into the
service of others, leaving behind a treasury of wisdom, compassion and noble
example for generations to come; and
���� WHEREAS, Representative
Brown's love and deeply felt respect for this hallowed institution was readily
apparent in his professionalism, kindness and collegial spirit, and the members
of the Mississippi House of Representatives will forever cherish the privilege
of having served alongside a gentleman whose conduct reflected honor, dignity
and genuine concern for the welfare of others; and
���� WHEREAS, though he has now
traversed the threshold separating the sanctum of mortal life from the
immortality afforded by life's eternal ever after, the indelible imprint of
Representative Brown's service, friendship and leadership will continue to
resonate in the hearts of all who knew him, including:� his beloved wife of 54
years, Imelda Anderson Brown; daughters, Kidada Brown, Dawn Brown Thornton and
Michelle Phillips; grandsons, Camden Lyon Thornton and Quinton Phillips; and a
host of other relatives, colleagues, constituents and friends; and
���� WHEREAS, it is written in
John 14:27-28, "Peace I leave with you; my peace I give to you�Do not let
your hearts be troubled, and do not let them be afraid," and it is our
prayer that these sacred words provide comfort, strength and assurance to all
who mourn the earthly departure of Representative Brown while celebrating the
eternal reward promised to the faithful; and
���� WHEREAS, it is with sincere
humility that the House of Representatives honors the monumental life, legacy
and accomplishments of Representative William R. "Bo" Brown, whose
unwavering commitment to faith, family, education, public service and community
advancement illuminated the pathway of hope and opportunity for countless
individuals, and whose example shall forever remain an enduring beacon of
inspiration to the citizens of Mississippi:
���� NOW, THEREFORE, BE IT
RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we
do hereby mourn the loss, commemorate the life and honor the extraordinary
public service, distinguished legislative career and enduring legacy of the
Honorable William R. "Bo" Brown, Representative of House District 70,
and express deepest sympathy to his family and friends upon his passing.
���� BE IT FURTHER RESOLVED, That
copies of this resolution be furnished to the family of the Honorable William
R. "Bo" Brown, Representative of House District 70, and to the
members of the Capitol Press Corps.
