A house RESOLUTION
to congratulate the honorable Henry F. Saamoi,
executive Governor of the central bank of Liberia, for his outstanding
leadership, distinguished public service, and transformative contributions to
the development and modernization of Liberia's financial system.
Whereas, the Honorable
Henry F. Saamoi has demonstrated exceptional dedication and unwavering
commitment to the advancement of Liberia's financial sector, rising through the
ranks from an intern to executive governor of the Central Bank of Liberia; and
Whereas, Governor
Saamoi is an accomplished alumnus of the University of Liberia and the Graduate
School of Banking at the University of Wisconsin-Madison, whose academic
achievements have significantly contributed to the professionalization and
modernization of Liberia's financial institutions; and
Whereas, over the
course of more than two decades, Governor Saamoi has distinguished himself
through exemplary leadership in both commercial banking and institutional
financial oversight, establishing a reputation for integrity, competence, and
innovation; and
Whereas, as the former chief
executive officer of International Bank (Liberia) Limited, he successfully
championed market-leading customer service initiatives and promoted financial
inclusion programs that expanded access to banking services for underserved
communities; and
Whereas, in his
capacity as Executive Governor of the Central Bank of Liberia, Governor Saamoi
has led the institution's modernization agenda by advancing digital financial
platforms, strengthening monetary policy implementation, reducing systemic
financial risks, and expanding banking services to rural and unbanked
populations throughout Liberia; and
Whereas, Governor
Saamoi has demonstrated an enduring commitment to human capital development
through his advisory and mentorship roles with organizations such as AIESEC and
Smart Liberia, inspiring and preparing the next generation of financial
professionals to uphold the highest standards
of integrity and technical excellence; and
Whereas, his vision for
a decentralized, efficient, and resilient Central Bank continues to play a
vital role in promoting economic stability, sustainable growth, and financial
inclusion across the Republic of Liberia.  Now, therefore,
Be it resolved by the House of Representatives:
That the members of the
South Carolina House of Representatives,
by this resolution, congratulate the Honorable Henry F. Saamoi, Executive
Governor of the Central Bank of Liberia, for his outstanding leadership,
distinguished public service, and transformative contributions to the
development and modernization of Liberia's financial system.
Be it further resolved
that a copy of this resolution be presented to the Honorable Henry F. Saamoi.
