Delaware Governor Matt Meyer and the Delaware Department of Natural Resources and Environmental Control (DNREC), together with Energize Delaware and other state and industry partners, have announced Delaware SHINES, the state’s first and the country’s most comprehensive solar and battery storage program. The initiative is designed to help households, small businesses and nonprofits reduce electricity costs while improving access to renewable energy and energy storage.

The program expands state support through Green Energy Fund grants, Low-to-Moderate Income solar grants and the Delaware Energy Hub, providing enhanced grants, rebates and resources for solar and energy-efficiency upgrades. As of 2026, nearly 6,000 Delaware residents have subscribed to community solar projects, while an average household paying nearly $200 per month for electricity could save more than $300 annually by adding solar.

Delaware SHINES also builds on existing energy-efficiency programs delivered through Energize Delaware, which generated average annual energy savings of approximately $300 per participating household in 2025. The initiative aims to expand access to rooftop solar, home batteries and efficiency measures, helping residents, businesses and nonprofits lower energy bills and improve energy security.
