Printed 2/11/26--H.Read the first time January 28, 2026________The committee on House Invitationsand Memorial ResolutionsTo whom was referred a Concurrent Resolution (H.5046) to request the Department of Transportation name the portion of UnitedStates Highway 521 in Clarendon County from its intersection with Hill Streettraveling north, etc., respectfullyReport:That they have duly and carefully consideredthe same, and recommend that the same do pass:DENNIS MOSS for Committee._______A concurrent RESOLUTIONto request the department of transportation name theportion of United States Highway 521 in Clarendon County from its intersectionwith Hill Street traveling north to the Manning City Limit "David Arnold McCabeSr. Memorial Highway" and erect appropriate signs or markers at this locationcontaining these words.Whereas, a cherishedpillar of the Manning community, David Arnold McCabe Sr.'s friendly demeanor,kindness, and passionate spirit touched all who knew him; andWhereas, born in Sumteron October 23, 1946, to the late Edward Earl and Jessie Laura Spigner McCabe,his life was marked by his steadfast commitment to service and the bettermentof his community. He proudly served his country as a member of the SouthCarolina National Guard. After his distinguished military service, McCabeembarked on a career as a skilled tool and die maker at Federal Mogul, a globalsupplier of powertrain and safety technology. Here, he was respected for hismeticulous work and collaborative nature; andWhereas, it was in therealm of barbecue that McCabe truly made his mark. Along with his brothers, hecofounded McCabe's BBQ, a family run establishment that quickly became aculinary landmark. He was especially proud when the restaurant garneredaccolades that included features in such magazines as Southern Living,Garden and Gun, and SC Midlands BBQ Trail. He saw these not aspersonal triumphs, but as victories for all of Clarendon County; andWhereas, when hisbrothers retired, he welcomed the opportunity to work alongside his son anddaughter, continuing the family legacy and ensuring the business would thrive.His role as a mentor and leader was as natural to him as his ability to createmouthwatering barbecue; andWhereas, beyond hisprofessional endeavors, McCabe's faith and community involvement werecornerstones of his life. He was a devout member of Clarendon Baptist Churchfor more than seventy years serving as a deacon, providing guidance and supportto fellow congregants, and embodying the very essence of servant leadership;andWhereas, he also was aproud member of the Clarendon County Gideons, an organization committed to distributingBibles and sharing the Christian faith. His involvement with the Gideons wasnot merely a duty, but a heartfelt mission, as he believed in the power of the Wordto bring hope and comfort to people everywhere; andWhereas, he was adevoted husband to Mary Frances Beard McCabe, his wife of fifty-six years, aloving father to their children David Arnold McCabe Jr. and Lindy McCabeMorris, and he doted on his three grandchildren; andWhereas, McCabe passedaway peacefully on Sunday, August 6, 2023, surrounded by his loving family.Those who knew him remember his warm smile and generous heart. His ability toforge genuine connections with people from all walks of life was one of his mostremarkable qualities; andWhereas, passion forhis work, his family, and his faith created a legacy that will be fondlyremembered and deeply missed by those who had the privilege to know DavidArnold McCabe Sr. It is only fitting and proper that he also is honored with aportion of highway in his beloved City of Manning named in his memory. Now, therefore,Be it resolved by the Houseof Representatives, the Senate concurring:That the members of theSouth Carolina General Assembly, by this resolution, request the Department ofTransportation name the portion of United States Highway 521 in ClarendonCounty from its intersection with Hill Street traveling north to the Manningcity limit "David Arnold McCabe Sr. Memorial Highway" and erect appropriatesigns or markers at this location containing these words.Be it further resolved thata copy of this resolution be forwarded to the Department of Transportation.----XX---This web page was last updated on February 11, 2026 at 01:56 PM
