WHEREAS, the Missouri House of Representatives recognizes the importance of
2 empowering citizens to actively participate in the democratic process; and

4 WHEREAS, the Missouri House of Representatives has a long tradition of rendering
5 assistance to those organizations that sponsor projects in the interest of good citizenship; and
6
7 WHEREAS, the Emerging Leaders Youth Conference sponsored by the Missouri
8 Legislative Black Caucus is an educational experience in state government for youth by
9 allowing such youth to participate in the democratic process:

11 NOW THEREFORE BE IT RESOLVED that we, the members of the Missouri
12 House of Representatives, One Hundred Third General Assembly, hereby grant the Missouri
13 Legislative Black Caucus 2026 Emerging Leaders Youth Conference permission to use the
14 House Chamber on Monday, June 22, 2026, from 8:00 a.m. to 1:00 p.m.

16 BE IT FURTHER RESOLVED that the sponsor of this House Resolution,
17 Representative Yolonda Fountain Henderson, or her designee, shall be present in the House
18 Chamber and shall assume responsibility for the group's actions for the duration of the
19 aforementioned event.

21 Special note: Participants in the aforementioned event shall conduct themselves in a manner
22 that preserves the dignity and honor of the House of Representatives. Such persons shall
23 behave respectfully and dress appropriately for the occasion. Food items, drinks, and
24 smoking are prohibited on the floor of the House and lower gallery, and participants shall
25 refrain from any conduct that diminishes the decorum of the House Chamber.
26 Access to the dais is limited to the Speaker's podium for purposes of using the
27 microphone to speak to those assembled. Access to the staff area behind the rostrum is
28 prohibited.

29 Group photographs; the hanging of any banners or other items on the walls, curtains,
30 or any surface within the House Chamber; and the use of any equipment, including
31 computers, phones, or other items on the dais and rostrum area, are also prohibited.
