                                          SENATE RESOLUTION No. 1736
               A RESOLUTION strengthening the sister-state ties between the State of Kansas and Taiwan
                         and reaffirming support for Taiwan's international participation.
        WHEREAS, The State of Kansas and Taiwan have enjoyed a mutually beneficial sister-state relationship
since 1989; and
         WHEREAS, Taiwan shares with Kansas the same values of freedom, democracy, rule of law and respect for
human rights; and
         WHEREAS, Kansas and Taiwan enjoy mutually beneficial trade relations, as demonstrated by Taiwan being
among Kansas' top import and export partners in 2025 and having Taiwan's 2025 SelectUSA Drone Delegation visit
Wichita, Kansas, in May to explore investment opportunities; and
         WHEREAS, The University of Kansas has initiated a three-academic-year collaborative program on
Mandarin learning and teaching with the National Sun Yat-sen University under the Taiwan Huayu BEST program,
sponsored by the Ministry of Foreign Affairs, Republic of China (Taiwan), and the bilateral student exchange
program between the National Chung Hsing University and the Kansas State University, sponsored by the Kansas
Department of Agriculture and the Ministry of Foreign Affairs, Republic of China (Taiwan); and
         WHEREAS, The Republic of China (Taiwan), has been a sovereign state for over 100 years, but the People's
Republic of China maliciously distorts the United Nations General Assembly Resolution 2758, thereby obstructing
Taiwan's international participation; and
         WHEREAS, The various bilateral mechanisms and exchanges, including the Taiwan-US Economic
Prosperity Partnership Dialogue (EPPD), the US-Taiwan Initiative on 21 st-Century Trade, the Trade and Investment
Framework Agreement (TIFA), the SelectUSA Investment Summit, the US Business Day and the Agricultural Trade
Goodwill Mission, have laid the foundation for a mutually beneficial bilateral trade agreement that include mutual
investments between Kansas and Taiwan; and
         WHEREAS, Taiwan, as a responsible stakeholder in the international community, is seeking to meaningfully
participate in the United Nations, the World Health Organization (WHO), the United Nations Framework
Convention on Climate Change (UNFCC), the International Criminal Police Organization (Interpol), the
International Civil Aviation Organization (ICAO) and the Indo-Pacific Economic Framework for Prosperity (IPEF)
launched by the United States: Now, therefore,
        Be it resolved by the Senate of the State of Kansas: That Kansas commends Taiwan's vibrant democracy and
celebrates the 37th anniversary of the sister-state relationship with Taiwan; and
        Be it further resolved: That Kansas supports the further strengthening of the Kansas-Taiwan trade relations
and academic exchanges; and
       Be it further resolved: That Kansas supports the signing of the Agreement of Avoidance of Double Taxation
between the United States and Taiwan to further bilateral investment activities; and
         Be it further resolved: That Kansas supports Taiwan's inclusion in international organizations that are
significant to the health, safety and well-being of its people; and
        Be it further resolved: That the Secretary of the Senate shall send an enrolled copy of this resolution to
Senator Sykes.
