SENATE RESOLUTION NO. 205

  A RESOLUTION
To create and provide for the Empowering Families to Live Well Louisiana Task Force to
       research best practices and develop recommendations for the state to assist and
       empower struggling families throughout Louisiana.
       WHEREAS, poverty is one of the greatest enemies of human dignity and the family
unit and undermines the general welfare of the people of Louisiana and significant portions
of the state suffer from the effects of poverty; and
       WHEREAS, particular attention of state government could benefit families in
poverty with a coordinated and well-managed plan provided by the various state departments
dedicated to empowering these families; and
       WHEREAS, the effective administration and coordination of efforts to families in
poverty is the responsibility of state government.
       THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby establish and provide for the Empowering Families to Live Well Louisiana Task
Force to research best practices and develop recommendations for the state to assist and
empower struggling families throughout Louisiana and to report its findings and
recommendations by written report to the Empowering Families to Live Well Louisiana
Council, the legislature, and to the David R. Poynter Legislative Research Library as
required by R.S. 24:771 and 772, no later than March 1, 2027.
       BE IT FURTHER RESOLVED that the task force shall consist of the following
members:
       (1) The secretary of the Louisiana Department of Health, or his designee.
       (2) The secretary of the Department of Children and Family Services, or his

designee.
  (3) The president pro tempore of the Senate, who shall serve as the chair of the task
force.
  (4) The secretary of Louisiana Works, or his designee.
  (5) The president of the Louisiana Community and Technical College System, or his
designee.
  (6) The secretary of Louisiana Economic Development, or his designee.
  (7) The superintendent of the Department of Education, or his designee.
  (8) The executive director of the Louisiana Housing Corporation, or his designee.
  (9) The commissioner of higher education, or his designee.
  (10) The president/CEO of the Louisiana Association of United Ways, or his
designee.
  (11) The president of the Urban League of Louisiana, or his designee.
  (12) The president of the Louisiana AFL/CIO, or his designee.
  (13) The executive director of the Children's Cabinet, or his designee.
  (14) One at-large member appointed by the governor.
  (15) One member representing Ellevate Louisiana.
  BE IT FURTHER RESOLVED that each designating authority shall submit the
names of designees to the task force to the president pro tempore of the Senate no later than
August, 1, 2026.
  BE IT FURTHER RESOLVED the task force shall convene for its first meeting no
later than October 1, 2026, at the call of the chair of the task force.
  BE IT FURTHER RESOLVED that staff support for the task force shall be provided
by the Louisiana Department of Health.
  BE IT FURTHER RESOLVED that a majority of the task force shall constitute a
quorum for the transaction of business. All official actions of the task force shall require the
affirmative vote of a majority of the members.
  BE IT FURTHER RESOLVED that the members of the task force shall serve
without compensation, except per diem or expenses reimbursement to which they may be
individually entitled as members of their constituent organizations.

       BE IT FURTHER RESOLVED that the task force shall terminate on the date of the
submission of its report or March 1, 2027, whichever occurs first.
       BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Louisiana Department of Health, the secretary of the Department of Children
and Family Services, the secretary of Louisiana Works, the president of the Louisiana
Community and Technical College System, the secretary of Louisiana Economic
Development, the superintendent of the Department of Education, the executive director of
the Louisiana Housing Corporation, the commissioner of higher education, the
president/CEO of the Louisiana Association of United Ways, the president of the Urban
League of Louisiana, the president of the Louisiana AFL/CIO, the executive director of the
Children's Cabinet, the governor, and the president/CEO of Ellevate Louisiana.
